UGC Pay : Notification likely in this week

The Centre has rejected a proposal to create an elite faculty post of professor of eminence in universities, mooted by a UGC panel as incentive to retain the country’s best teachers in Indian academics.
The government has also decided to snip the basic salary suggested by the UGC pay panel for vice-chancellors, under steps to balance promised salary hikes with “economic restraint”.
Officials termed the decisions a fallout of the economic crisis, coupled with the government’s greater focus on luring fresh talent into academics rather than pandering to the demands of senior faculty.
The Union cabinet last week approved the new pay regime, but details are being kept under wraps. Teachers’ unions that have been striking work against a delay in implementation of the panel’s recommendations called off their protests, but have urged the government to notify the new regime.
Sources said human resource development ministry officials met over the weekend to finalise details for an official notification of the new pay, expected to be published this week. Former Jawaharlal Nehru University vice-chancellor G.K. Chadha headed the UGC pay review panel.
In its recommendations, the panel suggested that the new post could be offered to the best 10 per cent of professors, based on their performance in class and in research. A university panel would have selected the elite faculty.
“The idea behind the post was to create a rung higher than that of professors for the best to aspire to. At present, professors stagnate and have no incentive to improve further,” a member of the Chadha panel said.
Unable to grow professionally, the best faculty often quit Indian academics in favour of either jobs in foreign universities or corporate jobs with better pay, the review committee member said.
The panel had recommended a basic monthly pay of Rs 80,000 to professors of eminence, more than twice the starting basic pay of Rs 37,400 at the professor grade it had proposed. The basic pay of professors can be raised up to Rs 67,000 a month, it said.
But the government rejected the proposal. “We already have schemes with similar aims to retain the best faculty. It is felt that a new post is unnecessary,” an official said.
The HRD ministry has a “faculty recharge scheme”. But the scheme is centrally controlled and, therefore, is limited in its scope and reach, the Chadha panel member said.
The review panel had suggested a Rs 80,000 basic pay for vice-chancellors but, at the insistence of the finance ministry, this has been reduced to Rs 75,000 a month. A special grant of Rs 5,000 will be provided to vice-chancellors in addition to the basic pay, sources said.
But the dearness allowance will be calculated only on the Rs 75,000 basic pay, effectively reducing the take-home salary.

Please allow AGP of 12000 (only 2000 extra) to all Professors in universities who have been working as Professors for the last 10 continuous years, and not to only 10% of the existing vacancy. This will be real honour and incentive to the highest level creators of valuable human resources and who have no other scope of promotion. Further, all those promoted under CAS on 20.07.98 must be given promotion from date of eligibility, as strongly recommended by Prof. Chaddha. Professors all over India will welcome such healthy decision which may please be incorporated in the final MHRD/UGC 6th pay notification.

Professors should not only be thanked for their experienced teaching and research guidance, but also for the devoted services they render in enhancing university's status and overall development at various forums at regional, national and world level. I, therefore, just surprise why the Govt. extends an enhanced AGP of 12000 to only 10% of Professors with 10 year experience. Govt. must honour with this 2000 enhanced incentive to all professors in universities who have been continuously serving this high position for 10 years (whenever they complete 10 years). Like other developed nations, Indian Nation should also honour their senior university faculty who are the highest level of career makers for different kinds of able human resources. I wonder whether I really need to explain all these to our Govt.

The request of promoting all professors does not have a meaning. After ten years of service, the biodata of all the professors should be critically evaluated and they should face a board of experts. If their progress as professor is unsatisfactory, they should be given golden hand shake (retirement). This is what happens in international institutes. Otherwise all useless professor community will enjoy in the universities by simply chit chating and taking tea. On the other hand, young and energetic graduates will suffer from unemployment............ Does any one disagree with me?

Dear Dr M. Yadav;
I am still not getting the status of Mehta committee on the web. There was a meeting scheduled on 22-12-2008 with NIT and other institute directors for the pay structure. Are they are waiting for the detail notification of UGC pay scale? if it so, then i afraid, the committee may not submit its recomendation on 3rd january.

Although final detail is yet to come out,but ,from the statement made by MOS-HRDin the parliament,teaching profession in higher education now will definitely be more attractive,lucrative,highly satisfying and more respectful.With the announcement of better pay package,the dignity and honour of teacher in higher education will be further enhanced and restored.Now best talent will be naturally attracted towards this profession.Teaching profession in higher education now will be the number one choice of best people in the society.At certain levels our pay package is better than IAS officers.Now what is urgently required is to provide better teaching facilities in the colleges and universities without which academic standard and quality of education can not be improved. It has been rightly said,'MAN IS SELFISH AND GREEDY BY NATURE.' This can be seen and ovserved here that Professors are asking AGP of 12000(only 2000 extra).Thanks Associate Professors are happy that they have been placed in 4th payband for which they were fighting and they were raised at the cost of Lecturer and sr.Lecturer and therefore,there are mixed reaction over new pay package among teachers especially among senior Lecturer and Lecturer as they have to serve 12 yrs to be promoted to Associate Professors. Most of the sr.Lecturers are worried that they were eligible for promotion before 2006 but they were not promoted because of the Head/Vice Chancellor now what would be their fate under new scheme?.About Professors I have different observations which most of us would agree that after being professors they stopped taking classes and their classes are being taken by research scholars. They remain involved in power politics of departmental /campus. There are few exceptions who are professor in true sense. For them we have all regards.Here my only submission is from the Govt of India/MHRD/UGC that the vacant position be filled by eligible candidates according to their qualification if post remain vacant for more than one year the concerned officials may be asked to submit explanation and at the same time the would be asked to return salary saving to the Govt of India.This should not be spent in other head of expenditure. However,being a teacher my observation is different which most of the teacher don't like because I look/observe things from different perspectives.Everyday we think and look for ourselves.Did ever we think for the common man, society and the country? Keeping in view the price hike of the etables how would the common man servive? I know most of us would answer it is the responsibility of the Govt.to check price hike.What responsibility then we have? Since the the teachers, the elite section of society,are the builder of the nation.And therefore, they cann't escape from sharing responsibility.Being a teacher what I feel performing duty is 'true worship'through which we can serve the country/our motherland in better way. Besides we must think as to how we would raise our country at the level of Europe and America in the field of science and technology.It is irrony that we compare ourslves all the times with the country like Pakistan, Bangladesh and Nepal etc.It is the teacher ,the opinion builder,the creator of a crime free and fearless civil society.Perhaps we lack this now we have to take this responsibility to reform our society.

It is difficult to devise unbiased chriterion for identifying 10 % of the Professors to be given APG of Rs.12000/- The most rational apparoach may be to give this grade pay to all those Professors who are actively involved in teaching and guiding the research scholars having the experience of more than 10 years as Professor/Principal Scientist.

The government's decision on the salary of Vice Chancellor and Professor of Eminence is simply due to the fact that teachers cannot be compared with the Babus. If the so called "economic restrain" is the cause why restrain is not shown on Cabinet Secretaries, who are suppose to understand the country's economy better than anyone else. Only few IAS can hope to become Cabinet Secretaries which may or may not be through merit. Therefore, A VC or a Professor drawing salary which many of the Babus have no chance to do so will only make the teaching profession appear superior to that of the IAS. This in no way will be acceptable by a fraternity which is purely based on a hierarchy of class system and time bound promotion unlike the teachers who have to face selection procedure for every promotion.

We talk about parity with the IAS, drawing Rs.3000 more than that of the IAS counterpart is no parity. Let us not forget that an IAS officer enjoys other perks and privileges equivalent to the salary he/she draws, if not more. Whereas, the teacher's only income is his/her hard earned money in the form of monthly salary. Therefore, teachers are in no way near its IAS counterparts even if they draw a few rupees more.

The stretching of time for a Lecturer to reach Associate Professor and the imposition of another selection for Readers/SGs to draw PB-4 are all done simply to keep teachers inferior to the Civil Services. If all the anomalies created by the Government are taken into consideration the basis of Prof. Chadha's Committee recommendation (attracting young talents and retaining old experiences) are carefully erased for the sake of maintaining the supremacy of the fraternity whose members are all taught by the teachers.

Lot of favouratism is not likely but bound to be made with caste/political/local pressures on V.C. The VC with the result either will not fill up the positions or will be defamed. What is the harm if this is made without any biasness for all those in the UNIVERSITIES who as and when complete 10 years as Professors, because a Professor in a university is already terribly occupied with higher teaching, academics, research guidance and a number of key work/policy plannings, etc., the cridibly of whom should not be doubted even after doing so for 10 continuous years.

To make people like "abcd" happy, I would request the Govt./MHRD and UGC to give a pay to Professors lower than that of even Assistant Professors. Because "abcd" feels that Professors in Indian universities are worthless as they have produced people like "abcd"

I quote below the verdicts of a very experienced scholar, Professor B. Gilani from Hyderabad, published on HUB pages this morning :

"By no means 10% Professors can be screened out to be superior over the others who complete 10 years as Professors in universities. This is in view of the virtual truth that, baring a few, almost all are devoted to experienced deliberations/lectures, research guidance as internal and external supervisors, members of various high level committeess for actually contributing to all developmental matters of the university in academics/research/policy making and face lifting in national and international delegations for duly elevating the scholastic status of Indian Nation. To doubt their credibility and integrity is shameful and painful (on the basis of just a few relatively slow workers, if any, owing to health ground). The graciousness, thus, on part of the Govt. is to allow the AGP of 12000 to all Professors in universities as and when they complete 10 years, because many of them will be superannuating (or having only a few years of service left) by the time they complete 10 years. I don't have any intention to hurt those professors who are really doing well. What I feel is there should be some scale to make difference between those who really work and contribute to teaching and reasearch and those who are idle. Hence agp of 12000 to all irrespective of their contribution is not acceptable.

It looks to me that in India there is no yardstick of assessing the real merit.We claim the post of VC on political manipulation.There is no merit with 90%of Professors.They are consitantly 2nd and 3rd class Graduates,Post Graduates since their school days.They got no other job that is why they entered teaching profession.Now they want every thing as if they are born genius.I will ask one and only one question.,How many Professors in whole of India has got single research paper published in the journal like NATURE or SCIENCE.None of them think of even reading and understading such reputed journals.SO Government should make it compulsory for being promoted as Professor a minimum of one paper published in such high impact factor and original research journal.Those who could not publish paper in such journal after putting 20 years service should be thrown out of service.In this way only we can bring merit into academic.Now my question to all those Professors, how many of them deserve for compulsory retirement if merit is the criteria of selection.

NEW DELHI: Faculty shortage is one of the biggest problem Indian universities are facing with 25% posts of teachers lying vacant in central
universities and their constituent colleges.

If one adds the vacancies in state universities, it would be much more.

According to a sample survey of 47 universities by the GK Chadha pay review committee, vacancies range from 45% to 52%. While studying how low salary is behind faculty shortage, the committee found that in the 47 universities, 44.6% posts of professors are lying vacant. In real terms, out of the 2,469 posts of professor, only 1,367 posts were filled. In case of readers, there is 51% vacancy as 2,194 out of 4,506 posts have been filled, while in case of lecturers the vacancy is 52%.

In these 47 universities, it was found that against the sanctioned strength of 9,604 posts for lecturers, only 4,503 have been filled.

Officials of the University Grants Commission point out that the bulk of vacancies exist in the reserved category. For instance, in 12 central universities there is sanctioned strength of 9,763 reserved posts for professors, readers, lecturers and others. But only 7,950 posts have been filled as of March 31 this year.

In case of professors, out of 2,226 posts, 1,418 posts are filled. In the category of readers and senior lecturers, the central universities have a strength of 2,715 but only 2,246 posts have been filled. The maximum vacancy exists at the entry level of lecturers. Out of the 4,993 sanctioned posts, only 2,261 are filled.

If one sees the vacancies in reserved categories in specific central universities the picture gets clearer. Delhi University has filled 719 out of 1,003 teaching posts for SCs/STs while Banaras Hindu University has filled only 1,532 out of the 1,834 reserved posts. In JNU, out of the 574 sanctioned reserved posts, 473 are filled. Allahabad University has 200 vacant reserved teaching posts as only 338 of the 538 sanctioned posts have been filled.

Thanks to “abcd” who clarifies that he is never against meritorious Professors of India. But isin’t it tough to differentiate between graded relative differences of merits. One may be a veteran teacher, while another may be a great researcher but not so good a teacher, while still other may be an otherwise great helper in a variety of developmental affairs of the university/due presentation of university’s excellence on various forums at regional, national and global levels to enrich India’s name. What is the harm thus to extend AGP 12000 to all such Professors in universities who as and when complete 10 years promoting academics/ research/ development/ excellence in one or the other way; because even otherwise many of them will be superannuating or having just a few years left on the fag end of their professional time span, and thus a bit higher AGP will benefit them in slightly better superannuation fixations as an honour from the Govt.
In this context the comments of KHAJASYED, published on 30.12.08 at 3:17 am is most unpractical, and rather loaf sided, accentric, prejudiced, reckless and expandingly illogical to say that only those Professors should continue in service who have a paper either in “NATURE” or “SCIENCE”. It appears that he or she is not at all in the knowledge of any other journal name with similar quality of IMPACT FACTOR, and what would happen to the Professors of humanities and arts. Are their contributions, how-so-ever excellent and outstanding these may be, suitable for “NATURE” or “SCIENCE”? It may also please be noted that, utilizing the modern electronic tools, a majority of Professors prefer time economy by getting download the relevant new pieces of literature from internet/web of science, rather than wandering for long to get noted the hard copies in libraries. This is the reason why he or she who doesn’t find a particular Professor in the library, is targeting that Senior Faculty Member and by dint of whom he or she intends to express his/her wishes to eradicate the whole lot of Professors from Indian universities so that only 2-tier system of Assistant Professors and Associate Professors remain in India who are all alone 100% meritorious.

A totally agree with Judy. Higher AGP of 12000 may be justified becoz, it is not the professor who is promoted... Ultimately, the family is also promoted. Hence I am now FOR the higher agp to all those professors who have put 10 year service.

For What government is waitng from last 15 days for notifying UGC Pay scales.
There is a great difference in PB 3 and PB4 which will increase disbalance between lecturer, asst prof and professor. the ratio of difference should remain same which was maintain with experience. now heigher getting more benifits then lower one.

What is the status of gowardhan mehat pannel for iit pay sclaes.it seems report will come out only ugc notification, however last date is 3rd januray.

The extension of eligibility for Sr. Lecturer (Asst. Professor) to Reader (Associate Professor) is unfair. what is the time gap for Associate Professor to become Professor? Is there a parity? It is not clear to me. If the Associate Professor to become Professor also takes say 8 years or ten years then it is ok. Otherwise it is great injustice to the aspiring Associate Professors. However, when are we going to get an order from UGC? How long? Before the order comes may be the Chadda committee may look into it. Am I misunderstood? Can any one enlighten me or clarify me? As far as the debate of agp 12000 in the present context of caste/religion/region all professors should get same. Ulitimately one's conscience will enable a person to work or not but not by rules.

I think we are going to get an order from UGC very soon as formalities are being completed. Chaddha committee has done her job. It has nothing to do with the notification. However,drafting committee may look into the PRC report as details have to worked out before the order is released.

please try to give a due justice to a faculty whom are taking the actual teaching load faithfully and upgrading themselves in the right spirit and try to saperate the faculty whom are just dancing based on degreee which they have acquire by any means,whom are in the game of publishing the papers at the cost of class room teaching,lab development , junihor faculties and thier innocent research scholers and students.

As per the MHRD notification those who were in selection grade on 1-1-2006 will be re designated as associate professor on completion of 3 years service in that grade. It also says that those who are presently working in selection grade will continue in the same grade till they are re designated as associate professor in the same way as those who were in selection grade as on 01-01-2006. Now ugc has diluted it through its clarification posted in its web site regarding the implementation of pay scales. it says those who were in selection grade as on 1-1-2006 will be re designated as associate professor. It would mean that those who came to the selection grade will be put to rigorous selection procedure and they will have to obtain Ph.D and have publications for placement in associate professorship. It is really an injustice. If your promotion date to selection grade is 2-1 2006, the very next day of 1-1-2006, the norms applicable to you will be different. the associate professorship is the new name given to old selection grade. but in the same grade there is discrimination depending on whether you came to selection grade on or after 1-1-2006. such an approach of ugc will lead to the stagnation of this category on a lower scale. This is because of the fact that it will take time to obtain Ph.D and to have publications.
I strongly believe that if there is a norm it should be universally applicabe to all.
