Government of Uttarakhand vide its order XXIV(6)/2009 dated 11 November 2009 has raised the structure of pay of teachers and equivalent caders in universities and colleges based upon the recommendation UGC.The incumbent Reader & Lectures (Selection Grade) who had completed 3 yrs of service as such on or before 1.1.2006 shall be placed in the pay band of Rs. 37400-67000 with grade pay of 9000 w.e.f. 1.1.2006and shall be re-designated as Associate Professor. Most of the other things related with the revision of pay and change in the nomenclature are contained in the MHRD Letter dated 31 December 2008.
In order to meet the situation arising out of shortage of teachers, the age of superannuation has already been enhanced to 65 years in the central universities. Consequent on upward revision of the age of superannuation was expected from the state government also. But the state government has not given any thing in this regard.
According to MHRD letter Ten per cent of the number of sanctioned post of the Associate Professor shall be that of Professor in UG Colleges and there shall be one post of professor in each department of P.G. colleges. But the order has not touched this issue at all.
In order to attract the talent and to recognize and reward the research work in the institutions of higher learning, incentives in form of increments for persons possessing PH.D./ M.Phil. degree are to be given by universities and colleges . The govt. order has left this issue un-resolved.
The fact is that the order came so late, teaching community is not much enthusiastic about it. Some senior teachers say that sixth pay commission will go in the history for indifference , insensitivity and discrimination against the teachers of higher education- the stream which is considered as mother of all education. It is irony that teachers who are considered as GOD were forced to'' beg'' before the government in the land which is abode of GOD.
