University and College Teachers pay Revised in Uttarakhand

Government of Uttarakhand vide its order XXIV(6)/2009 dated 11 November 2009 has raised the structure of pay of teachers and equivalent caders in universities and colleges based upon the recommendation UGC.The incumbent Reader & Lectures (Selection Grade) who had completed 3 yrs of service as such on or before 1.1.2006 shall be placed in the pay band of Rs. 37400-67000 with grade pay of 9000 w.e.f. 1.1.2006and shall be re-designated as Associate Professor. Most of the other things related with the revision of pay and change in the nomenclature are contained in the MHRD Letter dated 31 December 2008.
In order to meet the situation arising out of shortage of teachers, the age of superannuation has already been enhanced to 65 years in the central universities. Consequent on upward revision of the age of superannuation was expected from the state government also. But the state government has not given any thing in this regard.
According to MHRD letter Ten per cent of the number of sanctioned post of the Associate Professor shall be that of Professor in UG Colleges and there shall be one post of professor in each department of P.G. colleges. But the order has not touched this issue at all.
In order to attract the talent and to recognize and reward the research work in the institutions of higher learning, incentives in form of increments for persons possessing PH.D./ M.Phil. degree are to be given by universities and colleges . The govt. order has left this issue un-resolved.
The fact is that the order came so late, teaching community is not much enthusiastic about it. Some senior teachers say that sixth pay commission will go in the history for indifference , insensitivity and discrimination against the teachers of higher education- the stream which is considered as mother of all education. It is irony that teachers who are considered as GOD were forced to'' beg'' before the government in the land which is abode of GOD.

Revised Pay Scale to G.B. Pant University Teachers in Uttarakhand, UGC revised scale to University and college teachers,G.O. Released by Finance Dept.

देहरादून। गोविंद बल्लभ पंत कृषि एवं प्रौद्योगिकी विवि पंतनगर के शिक्षकों व समान संवर्ग की बल्ले-बल्ले हो गई है। सरकार ने एक जनवरी-06 से छठे वेतनमान के रूप में यूजीसी का पुनरीक्षित वेतन उनकी झोली में डाला है।

विवि में छठे वेतनमान लागू करने की मांग को लेकर कार्मिकों ने आंदोलन छेड़ा था। इसके बाद सरकार ने उन्हें नया वेतनमान देने पर सहमति दी थी। राज्य के नौवें स्थापना दिवस के मौके पर विवि के शिक्षकों व समान संवर्ग को राज्य वेतन समिति की संस्तुतियों के आधार पर नया वेतन देने का शासनादेश जारी किया गया है। नया वेतन बैंड व ग्रेड वेतन क्रमश: असिस्टेंट प्रोफेसर को 15600-39100 व 6000, असिस्टेंट प्रोफेसर वरिष्ठ वेतनमान को 15600-39100 व 7000, असिस्टेंट प्रोफेसर , एसोसिएट प्रोफेसर को 37400-67000 व 9000, प्रोफेसर व समकक्ष संवर्ग को 37400-67000 व 10000, प्रसार शिक्षा, शोध के निदेशक व अधिष्ठाता व पुस्तकालयाध्यक्ष को 37400-10000, उप पुस्तकालयाध्यक्ष को 37400-67000 व 9000, सहायक पुस्तकालयाध्यक्ष वरिष्ठ वेतनमान को 15600-39100 व 7000, सहायक पुस्तकालयाध्यक्ष व शारीरिक शिक्षा सहायक निदेशक को 15600-39100 व 6000 व शारीरिक शिक्षा सह निदेशक को 37400-67000 व 9000 मिलेगा। स्वीकृत वेतन बैंड में देय वेतन व एकेडमिक ग्रेडपे के तीन फीसदी की धनराशि वार्षिक वेतन वृद्धि के रूप में देय होगी। यह नान कंपाउडेबल होगा।

शिक्षकों व समान संवर्गो को वेतन, रिसर्च प्रमोशन ग्रांट, अन्य भत्ते व स्टडी लीव सरकारी कर्मियों के समान मिलेंगे। शिक्षकों की अधिवर्षता आयु 60 वर्ष होगी। एक जनवरी, 2006 से 31 मार्च, 2009 तक एरियर का भुगतान तीन साल में समानुपातिक आधार पर क्रमश: 40, 30 व 30 फीसदी मिलेगा। अंशदान पेंशन योजना से आच्छादित कार्मिकों के अंशदान की राशि काटकर उनके अंशदान खाते व शेष कार्मिकों का एरियर भविष्य निधि खाते में जमा किया जाएगा।

UGC Pay Scale to University and College Teachers in UTTARAKHAND

Just 2days after Diwali, the state cabinet approved the implementation of the recommendations of Chaddha Committee on the revised pay scale for university and college teachers in Uttarakhand. The decision was taken at a cabinet meeting chaired by chief minister Dr.Ramesh Pokhariyal Nishank in Dehradun on Tuesday, 20 Oct.2009.

The teachers working in GB Pant University of Ag& Tech., Kumaun University,GarhwalUniversity( for the period before formation of Central University), Sanskrit University, Technical, Open, Doon Universities, Government Degree colleges and government-aided colleges in the state, will get the benefit of the revised UGC pay scale from January 1, 2006.

There will be 40 to 50 per cent increase in the salery of ugc teachers as a result of this decision.The teachers will draw a salery somewhere between 33 to 79 thousands a month depending on their pay scale and seniority.

It was a long-long wait for teachers of higher eduaction in Uttarakhand to get their due.The Union Cabinet had already cleared UGC pay scale which was revised on the line of 6th pay commission. States like UP, Goa, AP, Panjab, Haryana,Delhi, WB,TN, Maharashtra etc.have taken lead to implement the Chaddha committee recommendations. Uttarakhand lagged behind many states in the implementation. It may take several weeks to finalise every thing as pay fixation process is time consuming. The 'baboos' may delay the implementation further because Govt. Order is still no where.

Rajasthan clears higher pay for college, university teachers

JAIPUR:(TNN) With just days to go before Diwali, the state cabinet approved the implementation of the recommendations of Chaddha Committee on the revised
pay scale for university and college teachers in Rajasthan. The decision was taken at a cabinet meeting chaired by chief minister Ashok Gehlot here on Wednesday.

The teachers working in universities, colleges and government-aided colleges in the state, librarians, physical education teachers and Sanskrit teachers will get the benefit of the revised UGC pay scale from January 1, 2006. They will get cash payment of the revised pay from this October. The arrears from January 1, 2006, to September 2009 will be paid in two instalments.

While 60% of the arrears will be deposited in the GPF account of the employee in the current financial year, the remaining 40% will be deposited in GPF in the next financial year. The decision will benefit 4,128 college teachers, 1,048 university teachers and 980 teachers of government-aided institutions.

The state cabinet has also decided to give the benefit of the sixth pay commission recommendations to the chairman and the members of the State Human Rights Commission. The chairman of the commission will get Rs 90,000 as salary; he was earlier drawing Rs 30,000. The salary of the members of the commission has been increased from Rs 26,000 to Rs 80,000. Here, too, the revised pay scale will be implemented from January 1, 2006. The RPSC chairman and members will also get Rs 80,000 and Rs 67,000 respectively as salary

The pay revision along the lines of the Sixth Pay Commission recommendations will benefit an estimated 18,630 university and college teachers. The beneficiaries of the retirement age enhancement will, however, be much less.

Announcing the Cabinet decisions, Home Minister V S Acharya said the revised pay scales for teachers would be implemented with retrospective effect from January 1, 2006.

The hike for teachers will range between Rs 10,000 and Rs 35,000 per month depending on the seniority and the positions they hold. The Cabinet also met the long-pending demands of junior doctors, who had threatened to go on indefinite strike.

Nearly 4,000 doctors are employed with the health department. The Cabinet approved allowances between Rs 4,000 and Rs 12,500 a month for the government doctors.

The hike for doctors (ranging between Rs 3,000 and Rs 8,000 per month) would be with immediate effect. The decision to hike the pay scale of university/college teachers is in line with the UGC-constituted Chaddha Committee recommendation.

The Chaddha committee had recommendations implementation of the revised UGC scales for college teachers. According to education department sources, a total of 18,630 lecturers, including 6,740 faculty members in government colleges, 9,650 in private aided colleges and 2,360 in university colleges, will benefit from the decision.

The teachers’ wage bill for the government will shoot up from the present Rs 590 crore to Rs 815 crore per annum, sources added. The Centre will bear 80 per cent of the revised salary bill from January 1, 2006 to March 2010. Later on, the State Government will have to foot the entire bill.

Acharya said the arrears of Rs 954 crore would have to be paid as the difference for a period of 51 months from January 1, 2006, to March 31, 2010. The Union Government will bear 80 per cent (Rs 763 crore) of the salary bill, and the remaining 20 per cent (Rs 191 crore) will be borne by the State Government from January 1,
2006, to March 2010. The date of release of the first instalment of arrears as well as the revised salary will be announced later.

Hunger stir by govt college teachers

Bhopal, Sept 21:
The agitation of government college teachers, who were on strike from September 5, seems to have weakened. Now they have decided to start relay hunger strike from Tuesday. However the university teachers are not in favour of it.
The government college and university teachers seems to have decided to go on different paths in agitation against non-implementation 6th Pay Commission benefits as recommended by the University Grants Commission (UGC). The college teachers have been agitating under the banner of College Teachers Joint Action Committee. The committee had announced to start hunger strike in serial order in at district and divisional levels from September 22. It is learnt that the university teachers are not joining the hunger strike.
It is learnt that the Higher Education Minister Archana Chitnis and officials of the Higher Education department have reportedly agreed to pay UGC scale to university teachers by September 24. The government has made it clear that it has no problem to give UGC scale to university teachers. The government just has to agree to it and the financial burden is the responsibility of universities.
The state government would continue to give subsidy to the universities as usual but no extra amount would be given for UGC scale. It is learnt that almost all universities have agreed to this and are waiting for the government to issue directives pertaining to UGC scale. This may be the reason why the university professors are keeping away from the hunger strike. As promised by the government they would wait till September 24 and the promises were not fulfilled till then, they would continue the agitation.
On the other hand the state government has not made any assurance to the government college teachers. The higher education minister had assured to consider their demands sympathetically but the teachers are waiting for the government to issue proper orders to withdraw agitation. The state government will not have to bear any financial burden while implementing UGC scale to university professors. But the government had already said it is not in a position to implement it. Hence, even after teaching in government colleges has come to a standstill for over a fortnight the government has not taken any decision. The college teachers are not worried over the attitude of the university teachers. They said the university teachers were not with them and had participated in vehicle rally only so far.

Hunger strike from today
In the first stage hunger strike on serial basis would be organised in divisional and district headquarters. Dr ML Soni, Dr NR Das, Dr Ajay Agrawal, Dr Chandna Basu, Dr Rajesh Khare, Dr Abha Pandey, Dr Sunita Kourav, Dr Ushakiran Gupta, Dr NB Prabhakar and Dr Anil Mahagai would sit on hunger strike on Tuesday in the state capital

Stories of education dept bribes

MUMBAI: Fr Gregory Lobo, secretary of the Archdiocesan Board of Education which runs 150 Catholic schools in Mumbai, has unwittingly opened a can of
worms by going on record with his accusations of bribery and corruption against the education department. Since his courageous move, TOI has received a steady stream of phone calls from other educationists with similar stories to tell.

Fr Lobo had accused the auditors of the education department in Mumbai of demanding a bribe of Rs 300 per teacher in order to sanction sixth pay commission salaries. And now educationists in Thane are crying foul over similar incidents.

Fr Wilson Rebello, director of the Vasai diocese education board, which is in charge of 61 Catholic schools in Vasai and nine surrounding talukas, has said auditors in the Thane district education department demanded a hefty bribe to sanction sixth pay commission salaries. "I've received several complaints from teachers who say the Thane district auditor is demanding a bribe of Rs 600 per teacher to sanction the revised salaries of secondary school teachers, and Rs 500 for primary school teachers,'' said Fr Rebello.

He's not the only one with complaints of corruption in the Thane education department. The School Teachers' Association of Thane has written to some 400 schools in the district, including institutions in Bhayandar, Ulhasnagar and Dahanu, asking them not to cough up the money for such bribes. "The department is asking for Rs 600 per head in order to sanction the revised pay scales. We've appealed to schools not to pay the bribe,'' said Santosh Pawde, president of the association. Pawde is a teacher in Dahanu.

On Wednesday, when TOI first reported charges of corruption against the department, several educationists spoke out against the department. These include Mumbai Coaching Class Owners' Association president Jagdish Walawalkar and PTA United Forum president Arundhati Chavan.

While the spotlight is at present on corruption at the lower levels in the education department, Chavan says the problem starts at the Mantralaya level and trickles down. State education minister Radhakrishna Vikhe Patil has promised to carry out an enquiry into the matter.

Education dept seeks bribes to clear salary hikes

MUMBAI: The secretary of the Archdiocesan Board of Education (ABE), Fr Gregory Lobo, has gone on record on the bribes that are being charged by
education department officials in Mumbai. The Catholic church runs 150 schools across the city.

“With the new Sixth Pay Commission salaries in place for teachers, the clerical staff at our schools have worked overtime to get all the necessary paper work in place so that teachers get the revised salaries. However, they needed to get the papers stamped and signed by the education department, for which the department auditor for South Mumbai asked for a bribe of Rs 300 per teacher, which works out to around Rs 30,000 a school,’’ Fr Lobo said, adding he had got many such complaints.

He said the schools had shouldered the entire administrative load. The education department only had to stamp the documents.

“The staff at our schools are afraid to go on record about this as they feel they will be harassed. But I have no problem doing so. I will bear the consequences,’’ Fr Lobo, a 70-year-old priest who has been at the helm of the ABE for the last 10 years, said. Previously, he has been the principal of ABE schools for 20 years.

TOI contacted V K Wankhede, Mumbai’s deputy director of education, over the matter and he acknowledged he had just received a couple of letters from schools complaining about the issue.

Wankhede then called the education department auditor for South Mumbai, Prabhakar Sawant, to his office to inquire into the matter. JU teachers go on strike for sixth pay panel benefits

Kolkata Jadavpur University (JU) teachers went on a day-long strike today, demanding immediate implementation of the recommendations of the Sixth Pay Commission. Classes were suspended at the university as the teachers were busy agitating.
“We will forward our demands to the University Grants Commission, Ministry of Human Resource and Development and the State Higher Education Department,” said Keshav Bhattacharya, secretary of the Jadavpur University Teacher’s Association (JUTA), a CPM-backed teachers’ organisation.

“The UGC has not come out with a proper circular in this case. It is only after the UGC comes out with it that the state government will be able to implement the pay committee recommendations,” said Bhattacharya.

Till late in the evening, more than 200 teachers had joined the protests with JUTA.

As per recommendations of a UGC pay review committee headed by Professor G K Chaddha, 80 per cent of the arrears will be provided by the UGC and rest by the state government.

Although the hike in the salary of the university teachers has been substantial, the delay in implementation of the pay structure is troubling them.

So far the teachers are getting an additional sum as interim grant matching the increased salary.

In a government order on August 28 this year, the state government came out with certain specifications on the pay hike. “There are certain anomalies in the government order and we have pointed it out,” said a representative of the JUTA.

The recommendations have been in force since January 1, 2006, but the teachers have not got the increased salary as yet. “The state government will have to come up with a proper government order after which the Centre will release funds,” said Tarun Naskar, secretary of the All Bengal University Teachers Association, who is also a teacher at JU.

उच्च शिक्षा में छठा वेतनमान जल्द

देहरादून। उत्तराखंड राजकीय महाविद्यालय शिक्षक महासंघ (फुगटा) ने शिक्षकों को आश्वस्त किया है कि उच्च शिक्षा महकमे में जल्द छठा वेतनमान लागू होगा। वित्त विभाग से मंजूरी मिलने के बाद इस बाबत जल्द शासनादेश जारी किया जाएगा।

फुगटा अध्यक्ष डा. यतीश वशिष्ठ ने बताया कि छठे वेतनमान के लिए शासन स्तर पर कवायद पूरी हो चुकी है। इसकी औपचारिक घोषणा शेष है। उन्होंने सरकार से उच्च शिक्षा निदेशक पद के साथ प्राचार्यो के रिक्त पदों पर डीपीसी कराने पर जोर दिया। उन्होंने कहा कि इससे महाविद्यालयों में शैक्षणिक माहौल सुधरेगा। उन्होंने कहा कि एडुसैट की मदद से सूबे में टेली एजुकेशन नैटवर्क की जल्द स्थापना की उम्मीद जताई। उन्होंने बताया कि संगठन की मुख्यमंत्री के साथ वार्ता में अंशकालिक व तदर्थ शिक्षकों के विनियमितीकरण और तबादला नीति तैयार करने पर सहमति बनी है। उच्च शिक्षा की दशा व दिशा पर मंथन के लिए फुगटा आगामी नवंबर के पहले हफ्ते में महाधिवेशन आयोजित करेगा।

Bihar College Teachers Rally in Patna

Hundreds of university teachers from Bihar on Tuesday took to the streets of the state capital to press for their demands for the implementation of the UGC wage recommendations and for raising the age of retirement to 65, among others.

The rally began at Gandhi Maidan and ended up at the R-Block crossing where members of the Federation of University Service Teachers' Associations of Bihar (FUSTAB) addressed the crowd to highlight their demands.

Besides demanding the implementation of the Sixth Pay Commission recommendations and raise in the age of retirement, the teachers also demanded full autonomy to various constituent colleges in Bihar, regularization of the salary, new hiring to fill vacant posts, and a promotion plan for senior teachers.

The meeting was addressed by Bihar Legislative Council chairperson Prof. Arun Kumar and Prof. Ramjatan Sinha.

"We are prepared for a long-drawn war with the government after it's repeated ignorance of our attempts to hold talks with it," Sinha said.

Meanwhile, in an unrelated development, the state Human Resources and Development department on Tuesday directed the university to sack Sinha and initiate departmental proceedings against him for his involvement in a 1987 murder in Gaya that landed the Chemistry professor in jail for 92 days.

HRD Secretary K. K. Pathak, in a letter written to the Pro Vice Chancellor of Patna University, said that it was appalling that all these years, Sinha managed to hang on to his job without any enquiry or proceedings against him despite his checkered past, reports said.

IIT Bombay faculty joins nationwide stir over higher pay

Mumbai, Sep 5 Around 450 faculty members of IIT Bombay today joined the nationwide relay fast demanding better pay structure.

Nearly 4,000 IIT faculty members in the country are participating in the agitation, which has entered its second phase. Ten days ago, the faculty members of the elite technology institutes had taken mass casual leave.

Faculty members here continued to teach but wore black badges as a mark of protest. They said Union HRD Ministry should consider their demand seriously as they are overburdened with additional 27 per cent of students through OBC quota and also have to cater to new and satellite IITs.

The faculty members had submitted a memorandum to the Ministry last month in support of their demand.

The IIT faculty is currently getting salaries as per the Sixth Pay Commission report, which according to them, is equal to UGC grade. They, however, want a higher scale as IITs are specialsed higher educational institutes.


Pay asst profs at least as much as students earn: IIMA faculty



Ahmedabad: Discontent professors of the Indian Institute of Management, Ahmedabad (IIMA) on Thursday, expressing their angst in a memorandum to the Union HRD minister, claimed that assistant professors should be paid "at least somewhere close" to the average salaries their students can expect.

The memorandum submitted by the faculty council of IIMA raises serious concerns over attracting world-class faculty "in much higher numbers than now" at the remuneration levels currently offered. "The following analysis assumes that a primary purpose of the pay revision in the IIMs is to attract and retain world-class academic talent in these premier institutions and to enable their expansion," the memorandum said.

After the revision under the sixth pay commission, the pay scale of IIM professors is no different from the UGC scales. This, they contest, is absolutely unfair as in addition to the higher calibre required of an IIMA professor, the sheer number of years that they are required to put in, in industry and research are more than those required by other universities. The IIMs are therefore looking at much more senior people from the industry, and the same pay scales as the UGC cannot be unanimously employed, the memorandum said.

Comparing their pay scales with that of Harvard Business School and the Indian School of Business, the professors have contested in their memorandum that even the new incoming foreign universities will pay in the same league, leaving the IIMs at a big disadvantage as far as attracting talented faculty is concerned.

"The MHRD wants world-class quality in the IIMs. But quality comes at a cost. Unless the government reconsiders the entry-level pay in premier academic institutions, it runs a very real risk of not only not attracting new talent, but also losing the faculty that it already has," the memorandum said.

Talking about assistant professors, the memorandum specified that the entry requirement for a regular appointment to the post in the IIMs is at least three years' of industrial, research or teaching experience, plus a PhD. In comparison, assistant professors in the university system can be hired with just a master's degree with no requirement of industrial experience.

"A student graduating from a top IIM can expect to get an average salary of Rs12 lakh per annum. An assistant professor should get a salary at least somewhere near this level," it said. In addition to similar contentions for associate professors and professors, the memorandum said, "Downgrading academics does not bode well for higher education and it is not consistent with the MHRD objective of nurturing quality in premier institutes in the country that can compete with the best in the world."

"For purposes of international comparison, professors at Harvard have salaries in excess of $300,000 per annum. Even "public" university-based business schools like McCombs School of University of Texas at Austin pay full professors in excess of $200,000. At PPP conversion of five (three is more realistic), these levels still come to Rs30 lakh and Rs20 lakh, respectively, per annum. Achieving world-class quality needs professors who are willing to lead and mentor younger colleagues in research and teaching. The right incentives will encourage more professors in the movement in this direction," it said.

IIM faculty to approach Centre over pay hike

(F.E.)Ahmedabad: After the IITs, its now the turn of the country’s premier management institutes, the IIMs, to raise the banner of revolt against the pay hikes for their faculty, recommended by the Sixth Pay Commission. Peeved by the short shrift given to them by the government, the faculty members of the elite Indian Institute of Management, Ahmedabad have decided to approach the Centre within a week with demands for the upgrade of their pay packages.

At a two-hour long faculty committee meeting spearheaded by IIM-A director Sameer Baruah, a decision has been taken to seek redressal from the Centre failing which the IIM-A faculty will be forced to explore other stronger forms of agitation, including resorting to mass casual leave and strikes in line with what the faculty of the IITs are currently adopting. The IIM-A faculty is planning to work in tandem with the other two older IIMs, namely IIM Bangalore and IIM Kolkata, to work out a strategy of making their displeasure felt. “We are not banking on the support of the newer IIMs as they are likely to be browbeaten by the centre into towing its line given their dependence on the centre for their funds,” revealed a senior faculty member on condition of anonymity.

He further disclosed that there was major disgruntlement within the IIM-A against the Sixth Pay Commission notification received last week from the Centre. “Though the exact implications are still being worked out and the salary hike will range anywhere between 15 to 40% depending on parameters like number of years of service etc, one thing is clear. We’ve not been given our due as a premier institute both by the government and the bureaucracy,” the professor said.

According to him, the IIMs have not been given their due as the best management institutes in the country. “While earlier as per the old scale, an assistant professor of an IIT or IIM was paid two to three levels above the UGC grade, the Sixth Pay Commission has downgraded this difference. What is the rationale for doing this given the fact that we are institutes of excellence,” he asked.

Furthermore, the faculty members also felt that if the country really needed world-class institutes, the salaries should be commensurate with the that. For instance, they demanded parity of salaries with the salaries being paid to the Secretaries to the Centre and the top executives of navratnas and public sector...
In view of the prevailing disparities, the IIM-A faculty has demanded a pay hike of at least Rs 10,000 to Rs 15,000 per month. “Given the fact that the IIMs are facing a faculty shortage anywhere between 20 to 50 per cent, urgent steps need to be taken to retain and attract the best faculty to these institutions,” the IIM-A source said.

Over the past five years, the IIMs have been losing faculty to private sector educational institutes like the ISB which pay salaries four times higher. An assistant professor of an IIM has a pay packet of Rs 5-7 lakh compared to Rs 20-25 lakh which his counterpart at ISB earns. The situation is expected to turn grimmer with the entry of foreign institutes which too will attract faculty with bigger and better pay packages....

NEW DELHI: The faculty at IIT Delhi has decided to go on mass leave for on Tuesday to protest the recommendations of the Sixth Pay Commission. The
faculty members will also wear black badges from Monday.

The Faculty Forum of IITD decided in its general body meeting on Saturday that its members will take a casual leave to mark their protest and may hold a protest march on the Teachers' Day if the government fails to take any measures before that.

Said S S Murthy, president of Faculty Forum: "Even PSU employees and our own students earn better than us when they join the MNCs. This is why we have decided to protest against the recommendations of the sixth pay commission now.''

CHENNAI: Faculty members of the Indian Institute of Technology (IIT Madras) have decided to stay off classes from Friday to express their strong
displeasure over the revised pay scales that was notified by the union human resources development ministry two days ago. The IIT Madras Faculty Association (IMFA) also informed the institute director of the decision.

The revised pay scale for different categories of teaching faculty lecturers, assistant professors, associate professors and professors are far below the University Grants Commission (UGC) pay scales that have been announced for teachers of arts and science colleges and universities.

"Our general body decided that all faculty members will stop taking classes from Friday. We are also requesting faculty members to resign from their administrative positions such as deans and headship of special centres. We are also urging faculty members not to mentor the IIT Hyderabad, established last year. This is to express our displeasure over the undignified pay revision announced by the ministry," M Thenmozhi, president, IMFA said on Thursday.

Pointing out that even at the level of assistant professor, the revised pay scales for IIT faculty was at least Rs 9,000 less than what a teacher earned in an arts and science college under the sixth pay commission, she said "we would be better off working in arts colleges."

The mood of dissatisfaction was evident at the meeting of the IMFA on Thursday. "The professional obligations and performance expectations of an IIT faculty is higher, which automatically warrants higher compensation. The All India faculty association has conveyed that we should not conduct class until a favourable decision is taken" Thenmozhi said.

"Some bureaucrats appear to be behind awarding us this raw deal. They should realise that unlike them, we don't come to the IITs just after post-graduation. We slog it out to complete PhD before joining as assistant professors," a senior faculty member said.

Teachers to boycott exams, students' election

University teachers of the state has been agitating since August 3 last over the state government not announcing implementation of 6th Pay Commission recommended by the University Grants Commission (UGC). At an emergency meeting of the State Government College Teachers Joint Action Committee it was decided unanimously that all teachers would boycott the University Semester examinations to be started from August 18 and the students union elections on August 28 and 29.
Office bearers and members of the committee were of the view that even though they were doing their duties with full dedication while protesting against non-implementation of their demands, the state government has not issued necessary orders. Hence the teachers are forced to take this decision of non-cooperation, a press note issued by Dr Sanjay Telang, in-charge of state publicity committee said.
The teachers began their second stage of agitation today evening at Polytechnic Junction with silent protest while wearing white mask on the face. Sanskrit College Principal Dr Sudha Singh and Stte Law College Principal Dr Radha Vallabh Sharma reached the agitation site to give the agitating teachers moral support. The agitating teachers submitted a memo addressed to the chief minister, which was handed over to the SDM Kishore Sanyal at the agitation site.
Announcing future programme the joint action committee said that on August 17 to August 21 dharna would be organised at divisional headquarters, a state level Maha Rally on August 22, dharna from August 24 to September 4 and if their demands were not met till then, indefinite strike would be observed from September 5

HYDERABAD: In a development that would bring cheers to thousands of faculty members in State universities, Government and aided colleges, the State Government has issued orders making their pay scale equivalent to that of the University Grants Commission pay scales, as suggested by the Sixth Pay Commission.


Even as the Department of Human Resource Development has given the fitment table on June 10, in order to implement the UGC pay scales to university and college teachers, the State Government has delayed to implement the same citing some technical problems.

However, as promised by Chief Minister YS Rajasekhara Reddy at the Vice-chancellor’s meet held at Acharya NG Ranga Agricultural University recently, the State Government has kept its promise to give the UGC scales before August.

Govt to colleges: Pay salary as per UGC norms

LUCKNOW: Director higher education Miyan Jaan on Saturday directed principals of all government and government-aided colleges in UP to make
arrangement for payment of salaries to teachers as per revised pay scales recommended by the University Grants Commission (UGC) for the month of July. The directorate would take over the job from August after completing required formalities and paperwork.

As per rules, the higher education directorate is the authority which fixes salaries of teachers but for the first time principals, as an exception, have been authorised to make payments for the month of July. The directorate would do the job from the next month. Reason: It would take at least a month for the directorate to do the required paperwork for the cause. Principals have also been asked to submit details of the payment made to the directorate for verification.

The decision was taken after TOI highlighted on Saturday how academic session in 12 state universities and 400 odd degree colleges in the state was facing a threat of derailment due to delay in implementation of the revised scales. Over 18,000 teachers in the government and government funded higher education institutes in the state had threatened to go on strike from August, if their demands were not met within a week, putting at risk the future of over 20 lakh students.

Higher education teachers in UP to get more salary

LUCKNOW: The state government has finally released the fitment tables, making way for the payment of "hiked salaries" to the higher education
teachers as per the recommendations of the University Grants Commission (UGC). However, the government order in this regard has failed to enthuse the teachers as it has come five months behind the schedule and does not include several key benefits recommended by the UGC such as increase in age of superannuation to 65 years and payment of arrears with effect from January 2006.

The UGC on the basis of the Chhadha Commission report, which was at par with the sixth pay commission, had recommended high pay scales for the teachers. The 80% of the expenses due to hike in the salary structure will be bore by the UGC and 20% by the state government. The UGC had also recommended to increase the superannuation age to 65 years, prescribed a new nomenclature for the posts and directed to pay arrears from January 2006. Further, the teachers were expecting that government order will include family planning increment, house rent allowance, maternity leave and child care leave.

"But barring fitment table, the government order does not mention anything else," said Moulindu Mishra, president, Lucknow University Associated College Teachers Association (LUACTA). He said that after release of fitment tables, teachers will start getting the enhanced pay. However, he added, that if government fails to take decision on other issues by July 28, LUACTA will take to streets. The teachers of the Lucknow University have also threatened to go on strike on the issue. In fact, efforts are also on to bring teachers from all over the state under one platform to launch a joint agitation.

Fitment tables define the salary slabs of the teachers as per their seniority and designations. The UGC had released the fitment tables long time ago following which the union ministry for human resource development had implemented the new scales in central universities. However, teachers in state universities, government and government-aided colleges had to wait for five months. The UGC guidelines on new scales also include increase in retirement age and make it mandatory for the state governments to follow all the recommendations for getting financial assistance required to implement the revised scales.

Orissa Govt considering salary hike for lecturers

BHUBANESWAR: The State Government is considering to enhance the salary of the lecturers getting UGC payscales as per the Sixth Pay Commission recommendations.

Higher Education Minister Debi Prasad Mishra announced this in the Assembly today while replying to a question from Amar Prasad Satpathy (NCP).

The Minister said the Human Resources Development (HRD) Ministry has accepted the proposal to hike the pay of the lecturers as per the Sixth Pay Commission recommendations in a letter in December, 2008. Though the State Government had constituted a fitment committee, it could not finalise its report because of the general elections, he said, adding that the committee has finalised its report now. Steps are being taken to get the approval of the cabinet for the committee report, he said. The Finance Department has already given its concurrence.

Replying to a question from Anant Das (BJD), the Minister said 922 posts of lecturers, 32 posts of principal and nine professor posts are vacant in colleges.

The State Government has requested the Orissa Public Service Commission (OPSC) for selection of candidates to fill up 328 junior lecturer posts, he further said. The OPSC has also been requested to select candidates to fill vacancies of reader and professor grade principal and professor posts

Teachers demand pay hike, to strike work

MUMBAI: Doctors aren't the only ones going on strike this month. From July 14, an estimated 30,000 college and university teachers, under the banner
of the Maharashtra Federation of University and College Teachers' Organisations (MFUCTO), will go on an indefinite strike until their demands are met.

Teachers will be protesting the non-implementation of the sixth pay commission for college and university employees as well as the government's implementation of NET/SET qualifications.

"In January, the Maharashtra government announced that it would introduce the sixth pay commission for college and university teachers as well as government employees and school teachers. But while they have done so for government employees and school teachers, we are yet to receive the revised salaries,'' said CR Sadasivan, president of MFUCTO. Another demand includes the unfair treatment of teachers who have not passed the National Eligibility Test (NET) or the State Level Eligibility Test (SLET).

"In 1991, the University Grants Commission (UGC) first passed a notification asking all states to make the NET/SLET exams a necessary qualification for college and university teachers. UGC also asked universities to create the necessary statutes. But the Maharashtra government did not do so," said Sadasivan.

In 2000, UGC once again passed a notification making it compulsory from the year 2000, but not retrospectively. "So, teachers who had already been appointed between 1991 and 2000 were not required to do so. Those who have been appointed without NET/SLET in Maharashtra have not been given their promotions and are still on the original pay scales,'' said Sadasivan.

Teachers say they are also protesting the apathetic attitude of government authorities towards their demands. According to MFUCTO, despite repeated requests to hold a meeting with them, the government has failed to do so.

Incidentally, college and university teachers went on mass casual leave on Monday.

Teachers protest over 6th Pay implementation

PUNE: Over 250 members of the Pune University Teachers' Association (Puta) and Pune University and College Teachers Organisation (Pucto) staged a protest in front of the joint director's (education) office in Camp on Monday, demanding implementation of the 6th Pay Commission.

The protest formed part of the Maharashtra Federation of University and College Teachers Organisation's (MFUCTO) programme to pursue a five-point charter of demands, which includes implementation of the 6th Pay Commission salaries for teachers.

Puta president Atul Bagul said, "The Union government has already acted on the recommendation of the University Grants Commission's Chaddha committee report, by implementing the 6th Pay Commission for teachers at central universities and its affiliated colleges."

He said the Union government had also committed grants to the tune of 80 per cent of the total burden on the states towards implementing the revised pay scales and had asked the state governments to secure these grants by March 31. However, the state government remained indifferent to the move.

According to Puta general secretary Ram Ashtekar, the state government had already announced implementation of 6th Pay Commission recommendations for its 15 lakh employees. However, the department of higher and technical education never forwarded a proposal to the state department of finance seeking revised pay scales for teachers, he said.

As a consequence the state budget this year does not reflect any provision for the revised pay scales for teachers. Ashtekar said the then minister for higher and technical education had promised in December last year that an apt proposal for revised pay scales would be forwarded.

Apart from the pay issue, MFUCTO is agitating for NET/SET exemption for teachers, removal of policy to promote unaided institutions, cancellation of privatisation of the pension scheme and implementation of the leave package announced by the UGC.

Punjab govt implements UGC pay scale of teachers

The Punjab government has approved the implementation of UGC pay scales of teachers and equivalent cadres in universities and colleges in Punjab in the wake of the recommendations of Sixth Central Pay Commission.


A decision to this effect was taken here at a meeting of the Cabinet chaired by Punjab Chief Minister Parkash Singh Badal.
Giving the details Chief Minister’s Media Advisor Harcharan Bains said this decision would be applicable to the teachers and equivalent cadres of Panjab University Chandigarh, Punjabi University, Patiala, Guru Nanak Dev University Amritsar, Punjab Agriculture University Ludhiana and Guru Angad Dev University of Veterinary Sciences Ludhiana along with Government colleges and government aided colleges.
In another significant decision, the Council of Ministers also approved the creation of 10,710 new posts in the government schools.

Lucknow University teachers demand implementation of sixth pay commission

LUCKNOW: The Lucknow University Teachers Association (LUTA) on Thursday served an ultimatum to the state government for implementation of the Sixth
Pay Commission report within a month, failing which teachers would proceed on mass casual leave. The decision was taken at the general body meeting (GBM) of LUTA, which also unanimously denounced vice-chancellor Prof AS Brar's move to select heads of the department on the basis of the popularity and competency of the professor.

The LUTA general body meeting saw a huge turnout of teachers despite summer vacations. Teachers resolved that they would hold a demonstration on the campus on June 22 and will wear black bands as a mark of protest during the counselling for admissions starting from June 23. It was also decided that on June 25, LU teachers will hold a joint demonstration along with the teachers of the associated colleges in front of Gandhi statue in Hazratganj. Further, on July 1, teachers of the LU and associated colleges will take out march from the campus till Hazratganj in support of their demands. If their demands remain pending even after a month, teachers will take mass casual leave on July 17.

"Thereafter we will call an urgent meeting of the general body and take decision on striking work," said LUTA president Anil Shukla. Teachers are demanding implementation of the Sixth Pay Commission. Though government has issued an order but the recommendations have not been implemented as yet. The government also assured to give full arrears from January 2006 but has not issued an order so far. Similarly, orders related to increase the age of superannuation to 65 years as per the recommendations of the University Grants Commission has also not been issued as yet. Significantly, the 80% of the salary expenses will be borne by the Central government and state government has to pay only 20%. Further, the increase in the retirement age will not be an additional financial burden.

Teachers also passed a resolution denouncing vice-chancellor's decision to hold an interview and seek vote from the faculty members for selecting head of the department. Prof Brar says that the pattern is a democratic one and is already being followed in IITs and is aimed to bring excellence in the department. However, teachers with voice vote turned down the proposal saying that they want implementation of the UP State Universities Act which states that headship will be rotated among seniormost teachers of the department with a three years term.

LUTA president also tabled a proposal on the occasion which he claimed would be more "democratic" than appointing head on the basis of voting. Shukla said that vice-chancellor should visit the departments and interact with teachers and students. "He (vice-chancellor) should take suggestions from everyone and with the help of the head of the department prepare a vision draft. The head should be then directed to execute the draft. This will ensure participation of all the teachers and students and at the same time the seniormost teacher of the department will get the headship," he said. HYDERABAD: AP Aided Degree College Lecturers’ Association chairman NVP Rao has urged chief minister YS Rajasekhara Reddy to appoint a committee to work out modalities for implementation of University Grants Commission pay revision recommendations pertaining to university
and degree college teachers in the state who are drawing UGC scales of pay.
In a statement today, he said the UGC had on February 28 instructed all state governments to implement the revised scales of pay and enhance the age of superannuation to 65 years to retain the rich experience of teachers.
As per the recommendations made by the UGC Pay Revision Committee headed by Prof. Chadha and approved by the department of Human Resources Development
of India, the recommendations have to be implemented with retrospective effect from January 1, 2006, Rao said.

6th Pay Commission recommendations for higher education teachers in Tamil Nadu

The Tamil Nadu government Sunday announced huge increases in the salaries of its employees ranging between Rs.1,774 and Rs.7,300 per month.

The pay hike is expected to shoot up the government’s annual expenditure by Rs.5,155.79 crore, while the initial cost would be around Rs.11,093 crore, an official statement said.

The state government late on Saturday evening approved the 6th Pay Commission recommendations for higher education teachers. The state cabinet gave its nod to the pay revision approved by the University Grants Commission (UGC).

According to the decision, state universities and degree colleges will have revised scales as per the rules and regulations of UGC. The benefit will be given with effect from January 1, 2006. The decision came following threat by teachers to launch an agitation, which would have disturbed the annual examinations due to start in all state universities in March

DRAFT UGC NOTIFICATION ON THE IMPLEMENTATION OF UGC PAY SCALES FOR COLLEGE AND UNIVERSITY TEACHERS, 2009

(1) The AIFUCTO welcomes the clarification issued by UGC, withdrawing some of the most restrictive provisions in the draft regulations in regard to CAS in respect of incumbent teachers who were placed on Reader / Lecturer (selection grade) as on 1.1.2006 and demands that similar clarification be issued in respect of Readers/ Lecturers (selection grade) in service as on 31.12.2008, in accordance with clause 2 (a) XI of MHRD notification of the above date. The same conditions should apply for Deputy Librarian/Assistant Librarian (selection grade)/ College Librarian (selection grade) /Deputy Director of Physical Education/Assistant Director of physical Education (selection grade ) College Director of Physical Education (selection grade).
(2) AIFUCTO further demands that the UGC seriously introspect on the circumstances under which unsavory provisions were incorporated in the draft regulations, which have now been partially withdrawn. The entire episode has cast a shadow on the credibility of the drafting committee. It is unfortunate that the Committee could not even appreciate the limits of its mandate, which is confined to proposing regulations in areas that are specifically mandated by the MHRD notification of 31-12-2008. It is requested that the UGC withdraw all proposals of the committee, for which there is no specific mandate in the above notification of MHRD. While the drafting committee has exceeded its terms of reference with a view to denying the teachers some benefits graciously granted by MHRD, the committee has preferred to ignore issues like rectification of the anomalies of the previous pay revision, which has been specifically referred to the Committee for its views.
(3) The MHRD and the UGC took about three years to finalize the pay scales. The exercise of framing regulations which are to be uniformly implemented across the country would be more complex than finalizing the pay scales. The regulations proposed by the committee involve drastic changes from existing practices, the implications of which need to be studied in detail. The effective implementation of UGC scheme for ensuring uniform standards in higher education through out the country would depend up on the content and character of UGC regulations---their desirability, usefulness, inclusiveness, feasibility and effectiveness. Appropriate norms for ensuring quality and strategies for their implementation in different regions with wide disparities in socio-economic and educational infrastructure and differential local needs have to be identified. Otherwise the regulations would only become punitive measures to deny the new scales to large sections of the teachers rather than enabling incentives for greater efforts for improving the quality of higher education and, through it, promoting the ideal of inclusive development. The regulations should not therefore be finalized in haste. The committee should discuss the draft with teachers in detail by holding regional meetings as was done by Chadha Committee and modify the proposals by evaluating the feedback .UGC should then hold a final round of discussion on the revised proposals with AIFUCTO ,before finalizing the regulations.
(4) However the UGC should clarify that new pay scales would be immediately implemented and arrears paid and that recruitment and promotions at all levels would continue in accordance with existing provisions, pending finalization of the regulations ,as the entire system of higher education cannot be permitted to come to a standstill till UGC notifies its new regulations.
(5) AIFUCTO welcomes the proposal to give weightage to the functions of teaching, research and extension for direct recruitment and CAS promotions, thereby conceding the long standing demand for recognition of the crucial role of extension in a wholesome programme of higher education. However the criteria suggested for the measurement of the contributions to teaching and research are seriously flawed. The criteria for extension need to be supplemented.
In respect of teaching, an arbitrary decision based on the percentage of classes actually engaged by a teacher in relation to the actual workload assigned to him/her may not always be justifiable as classes are often disrupted for reasons beyond the control of the individual teacher. A more appropriate method would be to fix the minimum requirement of contact hours to be engaged by a teacher in relation to the number of actual contact hours the institution concerned would engage and the total workload assigned to the teacher, making due allowances for eligible leave, duty leave and other factors. Similarly, the extent of familiarity with up to date teaching material and contribution to the development of innovative teaching methods would depend to a large extent upon the institutional resources actually available to the teacher. The production/publication of teaching materials would not only require intellectual input, but inputs from external agencies, the distribution of which is often skewed. At present there is little scope for individual teachers in affiliated institutions for developing new curricula and teaching new courses. Developing innovative teaching methods/CDs/ICT materials/teaching learning modules require creation of sufficient infrastructure and opportunities in the colleges/universities, which is beyond the control of individual teachers. Parameters for assessing contribution to professional activity are arbitrarily fixed. Institutional governance responsibilities are often arbitrarily allotted to teachers in colleges and universities .Hence this is an unrealistic indicator of the performance of a teacher. No teacher should be victimized due to the operation of factors beyond his control. The norms for ensuring social accountability should not impinge on the claims of the individual teacher for career advancement or encourage the procurement of false evidence through dishonest means. The UGC should evolve a broad set of transparent norms which could be applied in different situations.
The qualitative distinction sought to be drawn among international, national and local journals and the heavy reliance on impact factor and the insistence on publication as different from other evidence of research emanate from severely flawed notions about quality and its certification. The global/urban/colonial mindset which prioritizes publications in international journals over national /local journals will cultivate an inferiority complex in academics that would have long term adverse impact on innovative research in this country. More over, the avenues for publication in international journals with high impact factor would vary from discipline to discipline, with new generation subjects getting the most exposure and humanities, especially local languages, getting least exposure. The reliance on publication as evidence of research will only transform Indian higher education into a haven for academic mafia, who will dictate the terms and conditions for research, severely compromising the autonomy of the individual teacher-researcher. There are no quick fix solutions for ensuring quality. Quality in research cannot be promoted by authorizing an external agency to certify the quality of research output, as is done in relation to mass produced consumer items available in the global market. Each original research is unique and the UGC norms which encourage conformity to global/urban standards will only promote uniformity and mediocrity. We need to device an internal and localized quality assurance mechanism in each university, if we are to ensure originality in research. There should also be a proper mechanism to assess the quality of a research paper, even if it is not published, internationally, nationally or even locally. The insistence on publication as the only evidence of quality is academically unacceptable. Similarly the proposal to equate the quality of a project work with the quantum of financial input that goes into the project is academically indefensible. Such an approach would only further aggravate the existing unhealthy competition for cornering the most lucrative projects. The basic contradictions in the draft regulations---measuring quality in terms of quantity and academic input in terms of monetary input and of equating the global with the local and standards with standardization ---will have to be addressed.
The scope of extension activities that would count for CAS needs to be enlarged. The activities listed do not seem to provide any space for individual contribution to the extension of knowledge outside the boundaries of higher education institutions through lectures or written communications conducted through the visual/print media. All group/individual activities which would have an impact on the dissemination of knowledge/ services for the benefit of the larger community should count for CAS. Individual universities may be authorized to develop localized criteria for quantification of the contribution of the individual teacher to extension, which could include contributions for strengthening PRIs. There should also be provision for giving greater weightage to extended extension programmes and action researches, which are properly documented and certified. AIFUCTO would submit detailed proposals in this regard in due course. Uniform standards in higher education across the country are not ensured by promoting uniformity and conformity. What is needed is an enabling regulation that would encourage a variety of academic engagements that would spur creativity, which is the hall mark of quality in higher education. The global/urban centred norms presently set out encourage elitism and uniformity and discourage creativity. While a common weightage for teaching ,research and extension in the ratio of 50: 30:20 may be fixed across the board for universities and colleges and for all categories of teachers , the performance indicators may vary ,depending on local, institutional and individual resources/needs .A system of individualized performance appraisal for ensuring accountability which would not disturb the autonomy of the individual teacher to innovate and to make appropriate responses to the local needs will have to be developed. It is the considered view of AIFUCTO that the Performance Appraisal Scoring System (PASS) through Academic Performance Indicators (API) and Weightage Points (WP) should not be implemented without widespread consultation and consensus. AIFUCTO rejects the regulations in its present form and content.
(6) While it would be appropriate for UGC to fix the norms for subject experts, universities should be permitted to nominate them. The regulatory role of UGC is best exercised when it is not mixed up with executive functions. An apex national level agency like the UGC need not be entrusted with micro-level managerial functions, which would impinge on the autonomy of the universities.
(7)There should be separate committees for selection of new recruits and screening of existing teachers for CAS promotion. The composition of the selection committees and screening committees in colleges should be different. While the management of the college may be represented in the selection committee, the screening committee should be a body of experts in which the management need not be represented. The experts to the selection committees for recruitment/ screening committees for career advancement should be nominated by the Vice Chancellor from among a panel of experts approved by the Academic Council.
(8)The Screening Committee for CAS and the procedure for screening under CAS should be separately notified in the regulations.
(9) The provision that universities would identify the posts for direct recruitment/deputation /CAS promotion in consultation with colleges would provide room for nepotism and corruption, compromising autonomy of the individual teacher. Universities should take the decision on the basis of transparent norms, which can be uniformly applied.
(10) The contribution to extension should be taken into account along with teaching and research for the direct recruitment of the Principal. Administrative experience may also be counted as an additional qualification.
(11) The proposal to make IQAC mandatory and to entrust it with the responsibility of documentation and record keeping in respect of the academic performance of the teachers should be withdrawn.
(12) Insert Clauses 2 (a) ix, x and xi of MHRD notification dated 31-12-08 in place of draft UGC regulations 6.4.2., 6.4.3., and 6.4.4. Similar conditions should apply to Deputy Librarians / College Librarian and Deputy Director of Physical Education / College Director of Physical Education in equivalent positions.
(13) The benefit of reduction in the number of years for moving into higher AGP should be available to Assistant Librarian/ College Librarian/Assistant Director of Physical Education (senior scale) /College Director of Physical Education (senior scale), possessing PhD/MPhil, irrespective of whether it was acquired at the time of entry or later.
(14) Deputy Librarians /Director of Physical Education directly recruited prior to 1.1.2006 should be placed in pay band III, with AGP of Rs.8000 on 1.1.2006 and placed in Pay Band IV on completion of three years in the grade.
(15) Previous service with/without break, whether in permanent or temporary capacity, whether appointed against substantive or temporary vacancy, whether absorbed in same post in continuation of adhoc appointment or not, should be counted for placement/ promotion.
(16) Where the system of five day week is introduced in place of six day week, the number of working weeks would be appropriately increased and weekly workload of individual teacher appropriately reduced so that the yearly workload of a teacher under both systems would be the same.
(17) The stipulation that only PhD holders will be placed /promoted as Associate Professors should be deleted.
(18) It should be specifically stated in the UGC regulations that those already designated as professors shall continue to be so designated.
(19) The most important anomaly that needs to be rectified in respect of the implementation of the V UGC Pay scales is that pertaining to placement in the scale of pay of 14940/- on completion of five years in the post of Reader /Selection Grade Lecturer. While the placement was permitted on completion of five years in the Selection Grade /Reader in respect of all who had come into it as on 1.1.1996 , the benefits were denied to those who had come into Selection Grade /Reader after 1.1.96. Even as numerous petitions are pending in different High Courts, a judgment has been issued by the High Court of Kerala on 21st January, 2009 in Writ Appeal Nos.1394, 1881, 1925&2067 of 2008, a copy of which is enclosed herewith. As the petition has been disposed of with the concurrence of both MHRD and UGC, it has become conclusive, leaving no scope for further appeal. It has been ordered as follows:
“Those teachers who were Lecturers as on 1.1,1996 and who were subsequently placed in the Selection Grade after 1.1.1996 ,they will be entitled to draw the scale of pay of Rs.14940/-on completion of five years in the selection grade .”The above order is specifically applicable only to the petitioners. Other teachers would now move the courts to ensure the extension of the same benefits. In view of the conclusive nature of the judgment, AIFUCTO would appeal to UGC to urgently take up the matter with MHRD and issue general orders implementing the benefit of fixation at 14940/- to all teachers who come into selection grade after 1.1.96 and to release the central assistance for the payment of arrears to teachers across the country who will be benefited by the orders , with a view to earning the goodwill of the teaching community ,by avoiding further litigation in the long pending issue.
(20) UGC should address the Central Government on the following issues:
a. to provide 100% central assistance to the States for the first five years and 50% for the next five for the implementation of the scales and to mandate simultaneous and uniform implementation throughout the country, as recommended by the Chadha Committee.
b. to remove the cap on professorship to 10% of the number of teachers and to make professorship available to all teachers who fulfill the required norms.
c. to grant the triple benefits of Pension, Gratuity and GPF to teachers appointed after 1.1.2004 d. to do away with its insistence on PhD in “relevant discipline” for awarding advance increments, as such a provision is likely to exclude all research in interdisciplinary area from the purview of incentives (The very concept of a particular area of study as irrelevant to another area of study is questionable as the boundaries of established disciplines are becoming porous)e. to fix 12 years as minimum service for the post of University Librarian/ University Director of Physical Education, as in the case of a University Professor The above representation is submitted without prejudice to more comprehensive and paragraph wise responses to be made by AIFUCTO in due course, after holding detailed discussions at various levels.

UGC notification regarding revised pay scales soon

HERE IS some good news for those college and university teachers who have been eagerly waiting for the University Grant Commission (UGC) letter on the implementation of the revised pay scales in line with the notification of the Ministry of Human Resources Development (HRD). UGC chairman and secretary, Prof Sukhdev Thorat has assured a 10-member delegation of the All India Federation of University and College Teachers’ Association (AIFUCTO) that a communication concerning the HRD notification, along with the fixation formula for implementation of the new pay scales would be sent within a couple of days to the Vice-Chancellors of universities and all state governments. Apart from this, the draft UGC regulations would be finalised after due consultation with the teachers’ association.Giving this information, the President of the MDU Teachers’ Association and one of the members of the delegation, Dr Wazir Nehra, said the delegation had met the UGC Chairman to seek the issue of the said communication at the earliest.
“The UGC Chairman also talked with the Secretary of the Union Finance Ministry on the issue of the state government’s share in the grant and the secretary showed a positive response regarding the 100 per cent grant for the uniform implementation of pay scales for college and university teachers throughout India”, Nehra said, adding that the Finance Ministry had also approved the sanction of new posts and made budgetary provision for state universities. The HRD ministry had sent a communication to UGC and all state governments on December 31, 2008 concerning the implementation of the revised pay scales in respect of teachers and equivalent cadres in universities and colleges in line with the recommendations of the Sixth Central Pay Commission. Despite this fact, most state governments had not acted so far on the communication. According to the HRD notification, all Reader/Selection Grade teachers who had completed three years of service in the scale of Rs 12,000-Rs 18300 would be designated as Associate Professors automatically. Besides, DPE’s would be designated as Associate Professors on the same pattern.Nehra said the delegation later met the Haryana Chief Minister, Bhupinder Singh Hooda and submitted a memorandum demanding early implementation of pay scales in line with the HRD notification. The Chief Minister assured that the new pay scales for college and university teachers would be implemented soon, in line with the notification.

The ball is in the court of state governments regarding implementation of revised pay scales for state universities and colleges. State government administration is looking towards clear-cut directions from UGC. State university and college teachers are highly perturbed over delay of the implementation of revised pay scales . They have expressed deep anguish about the injustice done by UGC. Yet, there is hardly any indication to believe that state administration is doing something about their due. The reason is considered to be a MHRD directive. Central ministry has issued directions to UGC about new pay scales of state universities and colleges teachers . It is claimed that notice has been sent to the state government, which is available at the web site of MHRD also. In which way central assistance for implementation can be received by the state, it is mentioned over there. As result of this responsibility of pay fixation and implementation is on the state administration. UGC teachers of the state are putting their pressure on the government to release revised pay order based on the information given on the web site. Federation of Government College Teachers Association (FUGTA) is in touch with Chief Minister's office. However, higher education administration has expressed no visible activity in this regard. Sources in Directorate of Higher Education have revealed that they want clear-cut directions from UGC to go ahead in this regard.

40% arrears to Allahabad University& Constituent College Teachers

This year's Holi would be sweeter for around 800 teachers of the Allahabad University and its constituent colleges as the authorities of the varsity have released an order regarding disbursement of 40 per cent of their Sixth Pay Commission arrears."The orders have been signed on February 21 and the amount of arrears would be transferred to respective accounts in the first week of March," said JN Mishra, officiating finance officer, AU. "The new pay scales, recommended by the Sixth Pay Commission, are effective from January 1, 2006," he added.Besides, giving the arrears, the varsity authorities have also issued orders sanctioning payment of two increments to constituent college teachers who have a PhD. The orders meet a longstanding demand of the college teachers as their university counterparts were already getting the increments.The pay revision order paves way for all AU professors, including the vice-chancellor, getting Rs 2.5 lakh, all readers, both of the varsity and the colleges, getting Rs 1.5 lakh and all lecturers getting Rs 1 lakh as arrears. The university plans to disburse the remaining (60 per cent) amount once it gets the all-clear from the University Grants Commission (UGC). The varsity is set to bear a burden of about Rs 15 cr disbursing the said amount.The order, issued by the varsity registrar Firdaus A Wani, has been sent to all heads of departments, directors of institutes and principals of the constituent colleges. The disbursement is on an ad-hoc basis as it would be disbursed only after taking an undertaking from all beneficiaries that in case of any variation, teachers would have to payback the amount of variation.Now, with the said two orders meeting out the two major demands of the nine-point charter of demands forwarded by the Allahabad University and Constituent Colleges' Teachers' Association (AUCCTA), it would be interesting to see its implications on the massive dharna scheduled to be staged at the AU North Hall on February 28.
Lucknow University Associated College Teachers (LUACTA) on Friday warned the state government of serious consequences, if it delayed the implementation of Chaddha Commission report. The state accounts show that a budgetary provision of around Rs 1.50 crore has been made for salary hike of the higher education teachers but the file related to it is gathering dust in the higher education department. Significantly, 80% of the funds for salary increase will be given by the UGC. "We will teach ruling party a lesson in Lok Sabha elections, if proposals are further delayed," said LUACTA president Moulindu Mishra. Meanwhile, a section of teachers in the Lucknow University boycotted work to protest against the performance based promotion system recommended by UGC. On the other hand, UGC issued a clarification saying that the Central government has released grant for payment of 40% of arrears as per the recommendations made by Sixth Central Pay Commission. The UGC is in the process of releasing the grant to the universities and colleges. The UGC has clarified about various pay scales teachers would be getting after pay revision.

DRAFT UGC NOTIFICATION ON REVISION OF PAY SCALES, MINIMUM

The scheme of revision of pay scales, minimum qualifications for appointment,
other service conditions of University and College Teachers, Librarians and Directors of
Physical Education as a measure for the maintenance of standards in higher education.

COVERAGE
The scheme applies to University and College Teachers, Librarians, Directors of
Physical Education and Colleges (excluding Agricultural, Medical, and
Veterinary Science Colleges) admitted to the privileges of the Universities unless
they specially exercise an option in writing to remain out of this scheme. The
scheme will apply to the Teachers in the Faculty of Agriculture, Medicine and
Veterinary Science in the Central Universities.
PAY SCALES AND PAY FIXATION FORMULA
The revised scales of pay has been decided by the Government of India, Ministry of
Human Resource Development. The pay “fixation formula” developed by UGC based on the MHRD notification is to be received from MHRD.
This fixation formula shall be adopted for teachers and equivalent positions in the
Library and Physical Education cadres in Universities and Colleges.

RECRUITMENT AND QUALIFICATIONS
1-The direct recruitment to the post of Assistant Professors, Associate Professors
and Professors in the Universities and Colleges shall be on the basis of merit
through all India advertisement and selections by the duly constituted Selection
Committees as per the guidelines prescribed through this notification to be
incorporated under the Statutes/Ordinances of the concerned university. The
composition of such committees should be as prescribed by the UGC in this
notification.
2- The minimum qualifications required for the post of Assistant Professors,
Associate Professors, Professors, Principals, Assistant Directors of Physical
Education, Deputy Directors of Physical Education, Directors of Physical
Education, Assistant Librarians, Deputy Librarians, Librarians will be those as
prescribed by the University Grants Commission in this notification.

3- The “ Screening cum Evaluation Committee” for CAS promotion of assistant
professors/equivalent cadres in Librarians/Physical education from one AGP to the
other higher AGP shall consist of -
1. The Vice Chancellor as the Chairperson of the Selection Committee
2. The Dean of the concerned Faculty
3. The Head of the Department /Chairperson of the School
4. Two subject experts in the concerned subject from outside the University.
The quorum for the committee shall be four of which atleast one subject expert
need to be present.

4- Posts of Associate Professor shall be in the Pay Band of Rs. 37400-67000, with
AGP of Rs.9000. Directly recruited Associate Professors shall be placed in the Pay
Band of Rs.37400-67000 with an AGP of Rs.9000, at the appropriate stage in the
Pay band in terms of the conditions of appointment.

5- Incumbent Readers and Lecturers (Selection Grade) who have completed 3 years
in the current pay scale of Rs.12000-18300 on 1-01-2006 shall be placed in Pay
Band of Rs.37400-67000 with AGP Pay of Rs.9000 and shall be re-designated as
Associate Professor on satisfying the API/WP as per Tables I & II through the
PASS methodology stipulated in this guideline through a duly constituted
selection committee
as suggested for the direct recruitment of Associate
Professor.

6. Incumbent Readers and Lecturers (Selection Grade) who had not completed three
years in the pay scale of Rs.12000-18300 on 1.1.2006 shall be placed at the
appropriate stage in the Pay Band of Rs.15600-39100 with AGP of Rs.8000 till
they complete 3 years of service in the grade of Lecturer (Selection Grade) /
Reader, and thereafter shall be placed in the higher Pay Band of Rs.37400-67000
and accordingly re-designated as Associate Professor on satisfying the required
credit points in API/WP as per Tables-I and II through the PASS methodology
stipulated in this guideline through a duly constituted selection committee
as
suggested for the direct recruitment of Associate Professor.

7. Readers/Lecturers (Selection Grade) in service at present shall continue to be
designated as Lecturer (Selection Grade) or Readers, as the case may be, until
they are placed in the Pay Band of Rs.37400-67000 and re-designated as
Associate Professor on satisfying the required credit points in API/WP as per in
Tables I and II through the PASS methodology stipulated in this guideline
through a duly constituted selection committee as suggested for the direct
recruitment of Associate Professor.


8. Ten percent of the posts of Professors in a university shall be in the higher AGP
of Rs.12000, however, teachers appointed to the posts shall continue to be
designated as Professor. Eligibility for appointment as a Professor in the higher
Academic Grade Pay shall be on satisfying the required credit points in API/WP
as per Tables I and II through the PASS methodology stipulated in this guidelines
through a duly constituted selection committee as suggested for the direct
recruitment of Professor. The eligibility conditions shall, inter alia, include
publications in peer reviewed / referred Research Journals, awards/ honours/15
recognitions and the requirement of at least 10 years of teaching as Professor and
post-doctoral work of a high standard.


Professors in Under Graduate and Post Graduate Colleges:
Ten percent of the number of sanctioned posts of Associate Professor in an Under
Graduate College shall be that of Professors and shall be subject to the same
criterion for selection / appointment as that of Professors in Universities provided
that there shall not be more than one post of Professor in each Department. and
provided further that One-fourth (25%) of the posts of Professor in UG Colleges
shall be directly recruited or filled on deputation by eligible teachers and the
remaining three-fourths (75%) of posts of Professors shall be filled by merit
promotion from among eligible Associate Professors of the relevant department of
the Under Graduate College. Identification of posts of Professor in an Under
Graduate College for being filled through direct recruitment / deputation shall be
carried out by the affiliating/concerned University acting in consultation with the
College. Where the number of posts of Professor worked out as a percentage of
the number of posts of Associate Professor for merit promotion or direct
recruitment / deputation is not an integer, the same shall be rounded off to the
next higher integer. The selection shall be conducted through the API/WP scoring
system with PASS methodology stipulated in this notification;

There shall be one post of Professor in each Department of a Post-Graduate
College and shall be subject to the same criterion for selection / appointment as
that of Professors in Universities, provided that one-fourth (25%) of the posts of
Professor shall be filled on deputation/direct recruitment from among eligible
teachers and the remaining three-fourths (75%) of posts shall be filled through
merit promotion from among the eligible Associate Professors in the relevant
department of the Post-Graduate college. Identification of posts of Professor in a
Post-Graduate College for being filled through direct recruitment/deputation shall
be carried out by the affiliating/concerned University acting in consultation with
the College. Where the number of posts of professor for merit promotion or
direct recruitment/deputation shall be within the competence of the University

Notification out: New Year Gift for UGC Teachers

MHRD has decided to revise pay scales of UGC teachers in the Central Universities on 31 Dec.2008. The revised pay scale and other important provisions of the scheme are as under:
1. There shall be only three designations namely Assistant Professors, Associate Professors and Professors.
2. No one shall be eligible to be appointed or designated as Professors , unless he or she posseses a Ph.D.
3. Posts of Professors shall be created in UG colleges as well as in PG colleges.
4. Up to 10% of the posts of Professors shall be in the higher AGP of Rs.12000.
5. NET shall be compulsory at the entry level , subject to the exemption to the degree of Ph.D. M.Phil. degree holders not exempted.
6. Posts of Associate Professors shall be placed in the Pay Band of Rs.37400-67000, with AGP of Rs.9000. Directly recruited Associate Professors shall be placed in the same pay band.
7. Incumbent readers and Lectures(Selection Grade) who have completed 3 yrs in the current pay scale of Rs 12000-18300 on 1.1.2006 shall be placed in the pay band of Rs 37400-67000 with AGP of Rs 9000 and shall be redesignated as Associate Professors.
8. Incumbent readers and Lecturers(Selection Grade) who had not completed three years in the scale of Rs.12000-18300 on 1.1.2006 shall be placed at the appropriate stage in the Pay Band of Rs. 15600-39100 with AGP of Rs.8000 till they complete 3 years of service in the grade of Lecture (Selection Grade)/Reader, and thereafter shall be placed in the higher Pay Band of Rs.37400-67000 and accordingly redesignated as Associated Professor.
9. Assistant Professors completing 3 years of teaching in the AGP of Rs.8000 shall be eligible, subject to other conditions, that may be prescribed by the UGC and the University, to move to the Pay Band of Rs 37400-6700 with AGP of Rs.9000 and to be designated as Associate Professor.
10. Associate Professor completing 3 years of service in the AGP of Rs.9000 and possessing a Ph.D. shall be eligible to be appointed as Professor, subject to other conditions of academic performance as laid down by the UGC.
11. No mention about Academic Allowances proposed by Chaddha Commitee.
12. No mention about age of superannuation of teachers other than CentralUniversities and colleges, that means state university and college teachers left at the mercy of state governments

VCs, CSs directed to implement 6th pay panel recommendations



The much awaited UGC 6th Pay Commission recommendations has been finally notified by the Union HRD ministry on Wednesday vide notification no 1-32/2006-U.I(1) with a direction to all vice-chancellors and chief secretaries of all state governments to implement the decision as a composite scheme with effect from January, 2006. As per the notification, the revised pay and revised rates of DA shall be effective from January, 2006, and all other allowances such as HRA and advance increments shall take effect from September, 2008. Payment of arrears up to 40 per cent of the total shall be made during the current financial year (2008-09). The notification further states that the Central assistance shall be limited to 80 per cent of the extra burden from January, 2006 to March, 2010 and shall be subject to the condition that the entire scheme of revision of payscales, together with all the conditions attached there, and other guidelines shall be implemented by the state government and universities and colleges without any modification except the date of implementation. The age of superannuation has been already enhanced vide Central HRD notification in view of shortage of teachers and to attract talent to teaching profession and also to retain teachers in service for a longer period. This forms part of the composite package. Welcoming the Central government notification, the Joint Action Committee (JAC) of FUTAB and FUSTAB said that the Central government has fulfilled its promises and has accommodated views of AIFUCTO with regard to revision in scale of incumbent readers and post of professors in colleges. It , however, criticised the HRD for not accepting the Chaddha Committee recommendation for 100 per cent differential grants to states and also that those appointed after Jan 1, 04, have been denied the pension facility. The JAC has demanded that the age of retirement should immediately be enhanced as per provisions of Section 67 of Bihar Universities Act, 1976, and Section 64 of the Patna University Act, 1976, amended in 2006. The government had also promised the high court that the moment a change in retirement age is notified by the Central government on recommendation of the UGC, it will act as per the amended provisions. It further said that when the government is inclined to bear 100 per cent pay revision burden for its own employees, it should not have difficulty in implementing the 6th Pay Revision for teachers as it has to shoulder only 20 per cent of the burden.

Mehta Committee Expected to submit report within month

NEW DELHI: The pay review committee which was set up to recommend new pay scales for faculty of central technical institutions like IITs and IIMs,
will now also suggest revised salaries for their physical education teachers and library staff. The committee, headed by former director of Indian Institute of Sciences, Bangalore, Prof Govardhan Mehta, has been entrusted with the work of recommending salary packets for a few thousand physical education teachers and library staff. "This additional responsibility has been given to the committee. The committee has already met and is expected to submit its report within a month," a top HRD Ministry official said. The committee was formed three months ago to study and recommend new pay packets for the faculty members of central technical institutions like IITs and IIMs. Before submitting its recommendations, the committee will make a comprehensive study of recommendations of the Sixth Pay Commission and the Chadha committee on university and college teachers. The committee is also speaking to faculty members of the IITs, IIMs, IIITs and NITs to consider their views before recommending an ideal pay package. The committee is expected to address the major issue of retention of teachers and attracting more scholars to join teaching and research at these premier institutes.

Government’s clarification regarding implementation of the decision on revision of pay scale of teachers in Universities and Colleges

Government’s attention has been drawn to a news item appearing in certain sections of the print media alleging delay on the part of the Union Ministry of Human Resource Development and the UGC in implementing the decision on revision of pay scale of teachers in Universities and Colleges. It is clarified for general information that the MHRD has already issued Government’s decision vide communication No.1-32/2006-UII/UI(i) to UGC on 31.12.2008 revising pay with effect from 1.1.2006 and some of the service conditions of teachers and equivalent positions. Copies of the said communication were endorsed, among others, to Chief Secretaries of State Governments with clear advice in regard to what the State Governments are expected to do in order to be eligible for Central assistance. In view of this, no separate order is required to be issued to State Governments. Details of the scheme are also available on Ministry’s website. The scheme contains a provision that the revised pay and applicable allowances as also arrears up to 40% of the total arrears could be paid to all eligible beneficiaries under the scheme, pending issuance of regulations by the UGC. The UGC has, in the meantime, approached MHRD for guidance for preparation of fitment tables for various categories of incumbents. The finalisation of fitment tables does not stand in the way of teachers getting revised pay based on an undertaking to be given by them which has also been stated in paras 10 and 11 of the Ministry’s Orders. While the fitment tables are being finalised in consultation with the Ministry of Finance, many teachers are reported to have already received their salary under the revised scheme, based on ad hoc fixation of pay.

Salary hike mooted for teachers in IITs,IIM

A committee looking into pay review for teachers of technical institutes like IITs and IIMs has recommended pay hikes to stem the dismal situation of increasing vacancies.
The Govardhan Mehta Pay Review Committee has recommended higher salaries than University teachers for the faculties of central technical institutions such as IITs, IIMs, NITs, IIITs and IISER. It has also suggested new incentives, including study trips abroad and better research facilities, to discourage the faculty from joining private companies.
The report was submitted to the human resource ministry (HRD) recently.
Prof Govardhan Mehta, honorary professor of the Indian Institute of Sciences, Bangalore, said: " incentives.
It said research facilities and study trips abroad were some such ways to make teaching at the technical institutions attractive.
"We have looked at it holistically, rather than looking at just the salary scale components," Meheta said.
The committee submitted its report after referring to both the Sixth Pay Commission and the Chadha Committee on salary hikes for university and college teachers.
The Chadha Committee had recommended a 70 per cent hike in pay for college teachers.
The report was submitted to the HRD ministry last year, but is yet to be implemented.
HRD ministry sources ascribed the delay to the "incompetence" of the University Grants Commission (UGC).
"After the notification, the UGC was expected to prepare the pay structures and issue the regulations. But we found it had bungled up in a major way in preparing the pay structures.
So, we had to take it over from them and prepare it ourselves," a source at the ministry said.
He added it was in the final stages and in all likelihood would be placed before the finance ministry within a week.

University and college teachers had resorted to strikes last year, protesting the delay in submission of the Chadha Committee's report.
The Govardhan Mehta Committee, was expected to submit its report by January 31, but delayed by a week and submitted it in the first week of February.
