Teachers protest over 6th Pay implementation

PUNE: Over 250 members of the Pune University Teachers' Association (Puta) and Pune University and College Teachers Organisation (Pucto) staged a protest in front of the joint director's (education) office in Camp on Monday, demanding implementation of the 6th Pay Commission.

The protest formed part of the Maharashtra Federation of University and College Teachers Organisation's (MFUCTO) programme to pursue a five-point charter of demands, which includes implementation of the 6th Pay Commission salaries for teachers.

Puta president Atul Bagul said, "The Union government has already acted on the recommendation of the University Grants Commission's Chaddha committee report, by implementing the 6th Pay Commission for teachers at central universities and its affiliated colleges."

He said the Union government had also committed grants to the tune of 80 per cent of the total burden on the states towards implementing the revised pay scales and had asked the state governments to secure these grants by March 31. However, the state government remained indifferent to the move.

According to Puta general secretary Ram Ashtekar, the state government had already announced implementation of 6th Pay Commission recommendations for its 15 lakh employees. However, the department of higher and technical education never forwarded a proposal to the state department of finance seeking revised pay scales for teachers, he said.

As a consequence the state budget this year does not reflect any provision for the revised pay scales for teachers. Ashtekar said the then minister for higher and technical education had promised in December last year that an apt proposal for revised pay scales would be forwarded.

Apart from the pay issue, MFUCTO is agitating for NET/SET exemption for teachers, removal of policy to promote unaided institutions, cancellation of privatisation of the pension scheme and implementation of the leave package announced by the UGC.

Punjab govt implements UGC pay scale of teachers

The Punjab government has approved the implementation of UGC pay scales of teachers and equivalent cadres in universities and colleges in Punjab in the wake of the recommendations of Sixth Central Pay Commission.


A decision to this effect was taken here at a meeting of the Cabinet chaired by Punjab Chief Minister Parkash Singh Badal.
Giving the details Chief Minister’s Media Advisor Harcharan Bains said this decision would be applicable to the teachers and equivalent cadres of Panjab University Chandigarh, Punjabi University, Patiala, Guru Nanak Dev University Amritsar, Punjab Agriculture University Ludhiana and Guru Angad Dev University of Veterinary Sciences Ludhiana along with Government colleges and government aided colleges.
In another significant decision, the Council of Ministers also approved the creation of 10,710 new posts in the government schools.

Lucknow University teachers demand implementation of sixth pay commission

LUCKNOW: The Lucknow University Teachers Association (LUTA) on Thursday served an ultimatum to the state government for implementation of the Sixth
Pay Commission report within a month, failing which teachers would proceed on mass casual leave. The decision was taken at the general body meeting (GBM) of LUTA, which also unanimously denounced vice-chancellor Prof AS Brar's move to select heads of the department on the basis of the popularity and competency of the professor.

The LUTA general body meeting saw a huge turnout of teachers despite summer vacations. Teachers resolved that they would hold a demonstration on the campus on June 22 and will wear black bands as a mark of protest during the counselling for admissions starting from June 23. It was also decided that on June 25, LU teachers will hold a joint demonstration along with the teachers of the associated colleges in front of Gandhi statue in Hazratganj. Further, on July 1, teachers of the LU and associated colleges will take out march from the campus till Hazratganj in support of their demands. If their demands remain pending even after a month, teachers will take mass casual leave on July 17.

"Thereafter we will call an urgent meeting of the general body and take decision on striking work," said LUTA president Anil Shukla. Teachers are demanding implementation of the Sixth Pay Commission. Though government has issued an order but the recommendations have not been implemented as yet. The government also assured to give full arrears from January 2006 but has not issued an order so far. Similarly, orders related to increase the age of superannuation to 65 years as per the recommendations of the University Grants Commission has also not been issued as yet. Significantly, the 80% of the salary expenses will be borne by the Central government and state government has to pay only 20%. Further, the increase in the retirement age will not be an additional financial burden.

Teachers also passed a resolution denouncing vice-chancellor's decision to hold an interview and seek vote from the faculty members for selecting head of the department. Prof Brar says that the pattern is a democratic one and is already being followed in IITs and is aimed to bring excellence in the department. However, teachers with voice vote turned down the proposal saying that they want implementation of the UP State Universities Act which states that headship will be rotated among seniormost teachers of the department with a three years term.

LUTA president also tabled a proposal on the occasion which he claimed would be more "democratic" than appointing head on the basis of voting. Shukla said that vice-chancellor should visit the departments and interact with teachers and students. "He (vice-chancellor) should take suggestions from everyone and with the help of the head of the department prepare a vision draft. The head should be then directed to execute the draft. This will ensure participation of all the teachers and students and at the same time the seniormost teacher of the department will get the headship," he said. AP CM urged to set up implementation panel

HYDERABAD: AP Aided Degree College Lecturers’ Association chairman NVP Rao has urged chief minister YS Rajasekhara Reddy to appoint a committee to work out modalities for implementation of University Grants Commission pay revision recommendations pertaining to university
and degree college teachers in the state who are drawing UGC scales of pay.
In a statement today, he said the UGC had on February 28 instructed all state governments to implement the revised scales of pay and enhance the age of superannuation to 65 years to retain the rich experience of teachers.
As per the recommendations made by the UGC Pay Revision Committee headed by Prof. Chadha and approved by the department of Human Resources Development
of India, the recommendations have to be implemented with retrospective effect from January 1, 2006, Rao said.
