महाविद्यालयों को चार श्रेणी में बांटने को फुगटा लामबंद


उत्तरकाशी, जागरण कार्यालय : प्रदेश सरकार की महाविद्यालयों के लिए स्थानांतरण अधिनियम में सुगम दुर्गम के तौर पर किया वर्गीकरण महाविद्यालयों के शिक्षकों के गले नहीं उतर रहा है। शिक्षकों की मांग है कि स्थानांतरण के लिए सूबे को चार श्रेणियों में बांटा जाए।
शुक्रवार को उत्तराखंड राजकीय महाविद्यालय शिक्षक महासंघ (फुगटा) की जिला इकाई ने बैठक कर सूबे के वरिष्ठ अधिकारियों को ज्ञापन भेज कर मांग की है। बैठक में जिला इकाई के अध्यक्ष डॉ. डीसी गोस्वामी ने कहा कि वर्तमान अधिनियम में पर्वतीय क्षेत्र के जिला मुख्यालय स्थित महाविद्यालयों समेत पर्वतीय क्षेत्र के अन्य महाविद्यालयों को भी ऋषिकेश, डोईवाला, हल्द्वानी, रामनगर जैसी सुगम श्रेणी में रखा है। उन्होंने अधिनियम में इस प्रावधान को विषम एवं कठिन परिस्थितियों में कार्य करने वाले कार्मिकों की भावना के साथ खिलवाड़ करार दिया है। नए स्थानांतरण अधिनियम में केवल सुगम व दुर्गम श्रेणी में महाविद्यालयों को वर्गीकृत किया गया है, जबकि शिक्षकों ने मांग की है कि पूरे सूबे के महाविद्यालयों के वर्गीकरण के लिए समुद्र तल से ऊंचाई, राजधानी मुख्यालय से दूरी, स्वास्थ्य, आवागमन एवं शिक्षा के आधार पर अति सुगम, सुगम, दुर्गम और अतिदुर्गम श्रेणी में विभाजित किया जाए। बैठक में इन मांगों के साथ ही पर्वतीय क्षेत्रों में कई वर्षो से कार्यरत प्राध्यापकों को मैदानी क्षेत्रों के सुगम स्थान में स्थानांतरण की मांग को लेकर मुख्य सचिव, प्रमुख सचिव उच्च शिक्षा एवं निदेशक उच्च शिक्षा को ज्ञापन भेजा है। महासंघ की बैठक में डॉ. मुक्तिनाथ यादव, डॉ. अरुण कुमार अग्रवाल, डॉ. महावीर रावत, डॉ. मुरलीधर कुशवाहा, डॉ. अरविंद सिंह, डॉ. गुलशन कुमार ढींगरा, डॉ. सुबास चंद्र कुशवाहा, डॉ. सुमिता श्रीवास्तव समेत अन्य लोग मौजूद थे।

Dehradun: The latest decision of the University Grant Commission (UGC) to regulate the appointment of lecturers in colleges has come as a mixed baggage.

While the higher education regulator has directed all the lecturers, including those working on a contract basis, who have joined colleges after 2010 on the basis of their PhD degrees to clear NET within a year, it has directed the government to pay the contracted lecturer a similar salary paid to a regular lecturer.

While the hiked salary would bring cheers on the faces of lecturers working on contract, they also stand a chance of losing their job if they do not clear NET this year.

With an aim to reform higher education, the UGC issued direction in this regard on July 6 for all the colleges and universities nationwide.
The state Universities would also face the brunt of the new directions of the UGC. Around 500 teachers are likely to be affected by the new direction of the Commission in Uttarakhand alone.
C S Mehta, Registrar of Uttarakhand Technical University and Uttaranchal Sanskrit University, said, “The University has received UGC letter. These directions may prove of great importance for educational reform.
Further strategy would be determined after getting directions from government. Till now, no letter has been received by Technical University. New address would have caused the delay.”

At present, out of 1200 lecturers’ post in Uttarakhand, 1000 posts are on contract basis. However, all the state governments have been directed to employ only 10 percent of the total seats on contract basis.

उत्तराखंड में डिग्री शिक्षकों की आयु सीमा बढ़ाने पर सहमति बन गई

उत्तराखण्ड में डिग्री शिक्षकों की सेवानिवृत्ति आयु 60 वर्ष से बढ़ाकर 65 वर्ष करने के बारे में उच्च शिक्षा मंत्रालय के स्तर से गठित समिति बहुत शीघ्र अपनी रिपोर्ट शासन को पेश करेगी। समिति ने यूजीसी के निर्देशों और विभिन्न राज्यों में उठाए गए कदमों के आधार पर आयु सीमा बढ़ाने पर सहमति जता दी है।
उत्तराखण्ड के डिग्री शिक्षक लंबे समय से यूजीसी के निर्देशों के अनुसार आयु सीमा 60 वर्ष से बढ़ाकर 65 वर्ष करने की मांग कर रहे हैं। इस बाबत उच्च शिक्षा मंत्री गोविंद सिंह बिष्ट राज्य उच्च शिक्षा उन्नयन समिति उपाध्यक्ष डा. बालेश्वर पाल की अध्यक्षता में समिति गठित कर चुके हैं। समिति की उच्च शिक्षा के शिविर कार्यालय में आयोजित बैठक में आयु सीमा बढ़ाने पर सहमति बनी। समिति ने इस संबंध में कई राज्यों की व्यवस्था का अध्ययन भी किया।
बैठक में बताया गया कि मध्य प्रदेश उक्त संबंध में शासनादेश जारी कर चुका है। कर्नाटक, झारखंड और पश्चिम बंगाल के साथ ही उप्र में उठाए जा रहे कदमों पर चर्चा की गई। कई राज्यों में हाईकोर्ट ने यूजीसी के निर्देशों को लागू करने को भी कहा है। यह तय हुआ कि विभिन्न राज्यों में लागू व्यवस्था का अध्ययन कर रिपोर्ट जल्द तैयार कर शासन के सुपुर्द की जाएगी। यह रिपोर्ट अगले हफ्ते शासन को सौंपने की तैयारी है। इस संबंध में समिति की उच्च शिक्षा सचिव के साथ बैठक होगी। सूत्रों के मुताबिक शासन को रिपोर्ट सौंपने के बाद इस आधार पर प्रस्ताव तैयार कर मंजूरी के लिए कैबिनेट के समक्ष पेश किया जाएगा। बैठक में समिति अध्यक्ष डा पाल, सदस्य सचिव और उच्च शिक्षा निदेशक डा. एमसी त्रिवेदी, समिति सदस्यों में डा. सुधीर गैरोला, डा. अरोड़ा, डा. जीएस रजवार और डा. बीएन शर्मा शामिल थे।

NOW A Letter from MHRD which was urgently awaited for many

Subject:- Scheme of revision of pay of teachers and equivalent cadres in universities and colleges following the revision of pay scales of Central Government employees on the recommendations of the Sixth Central Pay Commission.



Sir,
In continuation of this Ministry’s letter No. 1-32/2008-U.I/U.I (i) dated 31.12.2008 on the above subject, I am directed to say that the matter relating to revision of pay scales of University and College teachers was further considered by the Government and it has been decided as under:-

(i) Allow Rs.43,000 as entry level pay in the Pay Band Rs. 37400-67000 (PB-4) plus an academic grade pay of Rs. 10,000 to directly recruited Principals of Under-Graduate and Post-Graduate Colleges appointed on or after 1.1.2006. Principals of Under-Graduate Colleges will continue to draw Rs. 2000 per month as Special Allowance and Principals of Post-Graduate colleges will continue to draw Rs. 3000 per month as Special Allowance attached to the posts of Principals in terms of this Ministry’s letter No. 1-32/2008-U.II/U.I (i) dated 31.12.2008.

(ii) Entry pay of Readers, appointed on or after 1.1.2006 till issue of the University Grants Commission Regulations on Minimum Qualifications for Appointment of Teachers and Other Academic Staff in Universities and Colleges and Measures for the Maintenance of Standards in Higher Education, 2010, i.e., 30.06.2010, be fixed at Rs. 23,890 in PB-3 with an academic grade pay of Rs.8000. This will also apply to Lecturers (Selection Grade) promoted during the above period. Such Readers/Lecturer (Selection Grade) after 3 years will move to minimum of PB-4 with academlc grade pay of Rs. 9000.

(iii) Similarly, entry pay of Rs. 23890 in PB-3 with academic grade pay of Rs.8000 wili also apply to directly recruited Deputy Librarians and Deputy Directors of Physical Education, who will move to PB-4 with academic grade pay of Rs.9000 after completion of 5 years, in that grade.

2. This may be brought to the notice of all concerned.

3. This issues with the approval of the Ministry of Finance, Department of Expenditure vide their U.O. No. 7.21/3/2009-IC dated 17.06.2010 and U.O.No 16/11/2010-Legal dated 12/8/2010.

पदोन्नति के लिए सम्बंधित अध्यापकों से एक अपील

Subject: Request for amending cut off date (i.e. 31.12.2008) for CAS and adopting the date of notification (i.e. 30th June, 2010) as cut off date for CAS also.

Dear Sir,
I, on fehalf of teachers of Degree Colleges/......../ university of ........, wish to invite your kind attention towards the anomalies in the newly notified Regulations 2010 vide Letter No. F.3-1/2009 dated 30th June, 2010 as follows:
1- That the provisions with regard to promotion of teachers under CAS are totally misconceived and will not lead to academic improvement and development.
2. That the regulations are notified on 30th June, 2010 but for Career Advancement Scheme, the cut-off date is fixed arbitrarily on 31st December, 2008 under provisions 1.3 of the above letter.
It is to be mentioned that eligibility criteria and regulations/guidelines can not be implemented with retrospective effect. When the UGC uploaded (which was later withdrawn) the regulations vide letter no. F-3.1/2009(PS) in the month of Sept. 2009 on its website, it provided under para 1-iii
“They shall come into force with immediate effect from the date on which these Regulations are notified. However, all promotions under CAS Schemes shall continue to be governed by the above referred Regulations vide No. F.3-1/2000, in case such candidate has become eligible for promotion on a date prior to the present Regulations coming into force.”
The fixation of cut off date for CAS earlier to date of notification is unjust and against the law. I, therefore, on behalf of teaching community request you to kindly amend the of implementation of the scheme for CAS and make it effective from 30th June, 2010 and also allow the teachers who have become eligible for promotion under CAS before the the date of notification of the regulations 2010(i.e. 30th June, 2010) to be promoted under Regulations vide No.F.3-1/2000(PS) dated 4th April 2000.

य़ु०जी०सी० अंतिम रेगुलेशन 2010

Recently, UGC framed final regulations on minimum qualifications for appointment of teachers and measures for the maintenance of standards in higher education 2010 which shall come into force with immediate effect. In the event, any candidate becomes eligible for promotion under CAS on or after 31st December 2008, the promotion of such a candidate shall be governed by the provisions of these regulations. However, in event any candidate became eligible for promotion under CAS prior to 31st December 2008 , the promoton of such a candidate shall be governed by the regulatons 2000.
UGC has prescribed tough conditions for CAS promotions by adopting to the new procedures of API . It is proved that UGC has decided to make it a tough call for any to get through the ladder of promotion. UGC is expecting the teachers to be perfect, efficient and working in all fields and otherwise stay where one is.
