DRAFT UGC NOTIFICATION ON REVISION OF PAY SCALES, MINIMUM


---------------------------------------------------------
The scheme of revision of pay scales, minimum qualifications for appointment,
other service conditions of University and College Teachers, Librarians and Directors of
Physical Education as a measure for the maintenance of standards in higher education.

COVERAGE
The scheme applies to University and College Teachers, Librarians, Directors of
Physical Education and Colleges (excluding Agricultural, Medical, and
Veterinary Science Colleges) admitted to the privileges of the Universities unless
they specially exercise an option in writing to remain out of this scheme. The
scheme will apply to the Teachers in the Faculty of Agriculture, Medicine and
Veterinary Science in the Central Universities.
PAY SCALES AND PAY FIXATION FORMULA
The revised scales of pay has been decided by the Government of India, Ministry of
Human Resource Development. The pay “fixation formula” developed by UGC based on the MHRD notification is to be received from MHRD.
This fixation formula shall be adopted for teachers and equivalent positions in the
Library and Physical Education cadres in Universities and Colleges.

RECRUITMENT AND QUALIFICATIONS
1-The direct recruitment to the post of Assistant Professors, Associate Professors
and Professors in the Universities and Colleges shall be on the basis of merit
through all India advertisement and selections by the duly constituted Selection
Committees as per the guidelines prescribed through this notification to be
incorporated under the Statutes/Ordinances of the concerned university. The
composition of such committees should be as prescribed by the UGC in this
notification.
2- The minimum qualifications required for the post of Assistant Professors,
Associate Professors, Professors, Principals, Assistant Directors of Physical
Education, Deputy Directors of Physical Education, Directors of Physical
Education, Assistant Librarians, Deputy Librarians, Librarians will be those as
prescribed by the University Grants Commission in this notification.

3- The “ Screening cum Evaluation Committee” for CAS promotion of assistant
professors/equivalent cadres in Librarians/Physical education from one AGP to the
other higher AGP shall consist of -
1. The Vice Chancellor as the Chairperson of the Selection Committee
2. The Dean of the concerned Faculty
3. The Head of the Department /Chairperson of the School
4. Two subject experts in the concerned subject from outside the University.
The quorum for the committee shall be four of which atleast one subject expert
need to be present.

4- Posts of Associate Professor shall be in the Pay Band of Rs. 37400-67000, with
AGP of Rs.9000. Directly recruited Associate Professors shall be placed in the Pay
Band of Rs.37400-67000 with an AGP of Rs.9000, at the appropriate stage in the
Pay band in terms of the conditions of appointment.

5- Incumbent Readers and Lecturers (Selection Grade) who have completed 3 years
in the current pay scale of Rs.12000-18300 on 1-01-2006 shall be placed in Pay
Band of Rs.37400-67000 with AGP Pay of Rs.9000 and shall be re-designated as
Associate Professor on satisfying the API/WP as per Tables I & II through the
PASS methodology stipulated in this guideline through a duly constituted
selection committee
as suggested for the direct recruitment of Associate
Professor.

6. Incumbent Readers and Lecturers (Selection Grade) who had not completed three
years in the pay scale of Rs.12000-18300 on 1.1.2006 shall be placed at the
appropriate stage in the Pay Band of Rs.15600-39100 with AGP of Rs.8000 till
they complete 3 years of service in the grade of Lecturer (Selection Grade) /
Reader, and thereafter shall be placed in the higher Pay Band of Rs.37400-67000
and accordingly re-designated as Associate Professor on satisfying the required
credit points in API/WP as per Tables-I and II through the PASS methodology
stipulated in this guideline through a duly constituted selection committee
as
suggested for the direct recruitment of Associate Professor.

7. Readers/Lecturers (Selection Grade) in service at present shall continue to be
designated as Lecturer (Selection Grade) or Readers, as the case may be, until
they are placed in the Pay Band of Rs.37400-67000 and re-designated as
Associate Professor on satisfying the required credit points in API/WP as per in
Tables I and II through the PASS methodology stipulated in this guideline
through a duly constituted selection committee as suggested for the direct
recruitment of Associate Professor.


8. Ten percent of the posts of Professors in a university shall be in the higher AGP
of Rs.12000, however, teachers appointed to the posts shall continue to be
designated as Professor. Eligibility for appointment as a Professor in the higher
Academic Grade Pay shall be on satisfying the required credit points in API/WP
as per Tables I and II through the PASS methodology stipulated in this guidelines
through a duly constituted selection committee as suggested for the direct
recruitment of Professor. The eligibility conditions shall, inter alia, include
publications in peer reviewed / referred Research Journals, awards/ honours/15
recognitions and the requirement of at least 10 years of teaching as Professor and
post-doctoral work of a high standard.


Professors in Under Graduate and Post Graduate Colleges:
Ten percent of the number of sanctioned posts of Associate Professor in an Under
Graduate College shall be that of Professors and shall be subject to the same
criterion for selection / appointment as that of Professors in Universities provided
that there shall not be more than one post of Professor in each Department. and
provided further that One-fourth (25%) of the posts of Professor in UG Colleges
shall be directly recruited or filled on deputation by eligible teachers and the
remaining three-fourths (75%) of posts of Professors shall be filled by merit
promotion from among eligible Associate Professors of the relevant department of
the Under Graduate College. Identification of posts of Professor in an Under
Graduate College for being filled through direct recruitment / deputation shall be
carried out by the affiliating/concerned University acting in consultation with the
College. Where the number of posts of Professor worked out as a percentage of
the number of posts of Associate Professor for merit promotion or direct
recruitment / deputation is not an integer, the same shall be rounded off to the
next higher integer. The selection shall be conducted through the API/WP scoring
system with PASS methodology stipulated in this notification;

There shall be one post of Professor in each Department of a Post-Graduate
College and shall be subject to the same criterion for selection / appointment as
that of Professors in Universities, provided that one-fourth (25%) of the posts of

sir,
this draft is doing injustice with NET/SET qualified candidate. the draft gives five advance increment and way for selecation to as assisatant professor to Ph.D holder; two advance increment to M.Phil holder and two advance increment for LL.M/M. Tech/M.V. Sc/M.D.
Are NET/SET qualified candidate not proved his capability? what mistake they have done?
sir actualy they have fallowed all the norms and draft gives no coment on it.
I want new draft will take the action about NET/SET holder and allot five advaced increment at the time of appointment and two advaced increment those who qualifie NET/SET in service.
NET/SET qualified candidate have compitative capacity; they are the young blood of india in teaching field.it is your duty to increase them, motivate them they will build new india. they also have capacity to do M.Phil and Ph.D. and so on. if they complit it give another five and two advace increment for Ph.D. and M.Phil respectively at the time of selecation and three and one advace increment for Ph.D. and M.Phil respectively those who have complited in service.
sir if such is not hapan all young blood of india blem the UGC that the UGC is killer of knowledge as well as killer of compitator UGC dont want reform in teaching field. UGC dont want to inter young student in teaching fields. all the people siting in higher level are as like Drutrastra. and they are dining the copacity of young blood.

Dear Sir,
My comments on DRAFT UGC NOTIFICATION ON REVISION ……………….. THE MAINTENANCE OF STANDARDS, 2009 are as under

If the proposed system of “Academic Performance Indicators (API) & Weightage Points(WP) required to develop Performance Appraisal Scoring System(PASS)” if being introduced it will degrade the R & D activity going on in the Central Universities rather than improving.
If proposed system is implemented it will introduce and improve the system of sycophancy and politics in the central Universities to get WP etc.

In my opinion :
(A) The existing system of appointment and promotion is sufficiently good it need to be simplified rather than complicating it.
(B) Please think about
(i) How to introduce basic honesty in appointment and promotions by our administrators? If it is not there what should be done.
(ii) Please make video recording for all the selections on the direct post of Faculty positions and their promotion under CAS
(iii) Please think to introduce transparency at all the levels of recruitments and promotions
If you can take care of above, I am sure the academic standard our country will reach to its height. Failing which whatever mechanism is introduced it is going to fail. More complicacy is introduced more politics will be added in the system and ultimately Academic standard is going to degrade.

My question from policy planner –
(I). Are you thinking to import candidates from foreign countries to improve the Academic Standard in our country? If not
(II). Why are you proposing a complicated system which is most like to be used as a tool to discriminate some candidates?
(III) Why do the policy planner want to waste our national resources (man power, money etc) by complicating the system where basic honesty does not exist in our system?
I am sure my above mentioned opinion is not going to draw the attention of policy planners for the reason not known to me.
However my point wise comments on Academic Performance Indicators (API) & Weightage Points(WP) required to develop Performance Appraisal Scoring System(PASS)” are as under:
1. On APPENDIX – III . Table 1
For I(A): Methodology have to be devised in such a way that politics does not inter into it. How can it be made transparent? The WP point allotted to a teacher X is unbiased. How to ensure it?
I hope every body knows what happens in our society. In view of above please do the needful.

2. For I(B): Institutional governance responsibilities are not given fairly in our Universities. Under such circumstances it may lead to inclusion of politics in Education system to get some administrative positions. However, very limited people may get this opportunity. So only some incentive may be given to those who are in administration not WP.

3. For II(a) Research Publication (Journals) the point per publications should be at least 25 point for those publications where journals have impact factor more than 1.0. Similarly for other publications the points should be raised proportionately. Failing which it will give adverse effect to the R & D activity in our country in long run. People will not like to involve themselves in academic rather will prefer to non academic activity where no mental botheration is required.
In joint publications each author should be given 25 points/publications. It should not be devided by number of authors as it will be a discouragement to the collaborative work and ultimately degrade the standard of research publication/work in our country in long run.

4. For II(b), II(C)(i) and II(C)(ii) no comments
5. For II(C)(iii) it should not be made mandatory to bring acceptance report as “Satisfactory” rather points should be given to all those P.I.’s who have completed the project and there is no adverse entry against P.I for running that project.
Otherwise, people will start running behind funding agencies and malpractices will start i.e. again politics will be introduced in Higher Education.
6. For II (D) no comments
7. For II (E) (i) it is very comfortable and enjoyable job of very short duration, it requires no specialized knowledge and this work is normally assigned to those who are sycophants. Therefore, the points allotted to this should be reduced to 10 or 5 points only. If this point is not reduced it will increase politics in Higher education.
8. For II (E) (ii), II (E) (ii) and II (F) no comments
9. for III. EXTENSION, CO-CURRICULAR WORK & STUDENT MENTORING ACTIVITIES :
I think the point allotted (200 points) is too much. It should be allotted only 10 to 15 points. It appears that people do not know how many peoples are required for NCC/NSS in a faculty of 200 teachers for these works. Do they know what about other teachers?
Is it our national policy to stop research work and involve all the researchers in NSS/NCC/Sport etc.
In my opinion, some points may be allotted for this work and it should not be made compulsory for all the teachers.
Or please provide opportunity for all the teachers of central Universities to do NSS/NCC/Sports and all shorts of CO-CURRICULAR WORK.
How to access the TUDENT MENTORING ACTIVITIES? Is is introduced to discriminate/ favour some people.

Hello !
"Draft UGC Notification on Revision of Pay Scales, Minimum" seems to have been prepared by so-called "social workers" and "people's representatives".
That's why university- and college-
teachers are being asked to become social workers instead of paying
attention to their main duties, viz. teaching and research-work.Sycophancy, nepotism,favouri-
tism, plagiarism and all other types of corruption will be encouraged if UGC instructions are to be followed for appointment and promotion of teachers.I agree with
Shri R.L.Prasad that only 10-20 marks should be prescribed for extra-curricular activities,e.g.
NCC,NSS,etc. for promotion of the teachers. All efforts should be directed towards creating, in all educational institutions,atmosph-
ere conducive to good-quality teaching-work and research-work in
the campuses themselves so that all teachers can perform their duties sincerely without any fear and discrimination. Thanks !

We must consider the following clarification from UGC which indicates that better sense will prevail in last.

Clarification Regarding Draft Regulation for UGC Notification on
Revision of Pay Scales.

"The UGC has received order from Government of India dated 31st
December 2008 regarding scheme of revision of pay of teachers and
equivalent cadres in universities and colleges as per the recommendations
of the Sixth Central Pay Commission. The Government has also released
grant for payment of 40% of arrears. The Commission is in the process of
releasing the grant to the universities and colleges. The centrally funded
universities and colleges are requested to make payment in accordance
with Government of India notification dated 31st December 2008 and the
UGC draft Regulations may not be taken into account while releasing the
arrears. It is further clarified that incumbent Readers and Lecturers
(Selection Grade) who have completed 3 years in the current pay scale of
Rs. 12000-18300 on 1.1.2006 shall be placed in the Pay Band of
Rs. 37400-67000 with AGP of Rs. 9000 and shall be re-designated as
Associate Professor. Incumbent Readers and Lecturers (Selection Grade)
who had not completed three years in the pay scale of Rs. 12000-18300 on
1.1.2006 shall be placed at the appropriate stage in the Pay Band of

ALL TEACHER OF HIGHER EDUCATION SHOULD HAVE UNIFORM PAY SCALES AND CAS.

Why MHRD is not bringing all teachers in its fold...why only the teachers working in the University system should get the advantages where as the teachers elsewhere are governed by various other conditions though they are some time given the same pay scales without applying other conditions. After all teachers move from university system to other places and vice versa...Can any one respond...

In the MHRD Notification regarding the scheme of pay of teachers and equivalent cadres in universities and colleges, No . 1-32/2006-U.II/U.I (i) dated 31-12-2008, page 3 Clause 2 (a) xi it is said that Readers/Lecturers (Selection Grade) in service at present shall continue to be designated as Lecturer (Selection Grade) or Readers, as the case may be, until they are placed in the pay Band of Rs.37400-67000 and re-designated as Associate Professor in the manner described in sub clause ( x ) i.e. for incumbent readers and Lecturer (Selection Grade) who have not completed 3 years in the pay scale of Rs. 12000-18300.

This is because MHRD Notification Clause 2 (a) (xi) also suggests the same formula as it is for Incumbent Readers/ Lecturer (Selection Grade) who has not completed three years of Service in the pay scale of 12000-18300 on 01-01-2006. The Clause 2 (a) (xi) is reproduced here for quick reference:

It is therefore requested to you that kindly clarify this point also adopt the same formula for promoting the Reader/Lecturer (Selected Grade) in service at present as it is applicable for the incumbent Readers/Lecturer (Selection Grade) who have not completed three years of service in the pay scale of 12000-18300 as given in the clause 2 (a) (x) and as suggested in the Clause 2 (a) (xi) in the page 3 of the MHRD Notification.
If this is not clarified then a teachers who has got the Reader/Lecturer (Selection Grade) say in Feb 2006 will be at disadvantageous position and just for getting the grade two months late he/she has to face lot of hardships and secondly he/she will not have the ample time to cover the conditions put in by the UGC. The conditions put in by the UGC are also not in concurrence of the MHRD notification which is supreme document.
We also request you to get the exemption from conditions for all Readers/Lecturer (Selection Grade) who has been placed in the grade of 12000-18300 till the date of notification of MHRD i.e. 31-12-2008.

Hello ALL

The Draft UGC Notification- Regulations -2009, is not in the best interest teaching community at large.

The conditions stipulated for upward movement from one scale of pay to the next are highly impractical, time consuming, unreasonable and will develop favouratism among authorities.

The poor teaching community will be at the mercy/discretion of higher-ups in getting next scale of pay.

The Draft UGC Notification- Regulations -2009 should be withdrawn immediately.

Let us all hope that UGC shall modify its Regulation -2009, as per the carification.

Either Minister Lie in the Parliament or The UGC is above the Parliament.

The negation of HRD Minister’s statement given in the Parliament on 16 December 2008 in the UGC Draft Notification for academic standards 2009 shows that either the Minister has given wrong statement in the Parliament to make the mockery of the democracy or the The UGC has made the mocekry of Indian parliament by negating the Minister’
s statment while preparing the UGC draft Notification which is still put on the web site of the UGC. The Minister’s statment in the parliament para No (Xiv) clearly states that those with neither PH.D or M.Phil etc. shall qualify to become the Associate Professor after 14 years of service as Assistant Professor. But on the other hand UGC draft notification says that Ph.D will be essential qualification for promotion as Associate Professor. Similarly Minister says that (in the same para) “While under the existing scmeme, teachers without Ph.D could rise up to the post of Lecturer (selection Grade), they can now go up to the level of Associate Professor.”

Similarly there are many things in the UGC Draft notification which contradicts the Ministry of Human resources development notification issued on 31st December 2008 . The Knowledge commission has also suggested the Re-Thinking on the role of UGC . I think the whole teaching community should come forward to oppose the role of derogatory and anti teacher role of Univerversity Grants Commission and Oppose the UGC draft notification provisions which violates the spirit of MHRD Notification.

Subject: Readers/Lecturer (Selection Grade) in service at Present- UGC draft notification not clear.

Sir,
With due respect, I want to request you that the draft regulation 23 sept. 2009 must categorically specify the following:
1.The pay band & grade pay and designation of Reader/AP (through CAS) and Lecturer(SG)who have completed 3 years of service on 1.1.2006.
2.The pay band & grade pay and designation of Reader/AP (through CAS) and Lecturer(SG)who were in service on 1.1.2006 and have not completed 3 years of service on 1.1.2006.
3.The pay band & grade pay and designation of Reader/AP (through CAS) and Lecturer(SG)who were selected/promoted after 1.1.2006 and not completing 3 years of service on 31.12.2008.
4.The pay band & grade pay and designation of Reader/AP (direct selected/selected)who have completed 3 years of their service on 1.1.2006.
5.The pay band & grade pay and designation of Reader/AP (direct selected/selected) who were in service on 1.1.2006 and have not completed 3 years of their service on 1.1.2006.
6.The pay band & grade pay and designation of Reader/AP who were directly selected/recruited after 1.1.2006 and not completing 3 years of service on 31.12.2008.
In essence the draft regulation must unambiguously specify pay band and grade pay and designation for Reader/Assistant Professor/Lecturer(Selection Grade).

Will some body answer to my question:

I got Lecturer (selection Grade) in 1-08-2006 and placed in the pay scale of 12000-18300 on 01-08-2008. What will be my new basic and on which date I will be placed in the pay band-IV .

Will any condition apply on me because as far as MHRD notification is concerned It is said that Lecturer (Selection Grade) working presently will continue to be designated as Lecturer selection grade till they are promoted as Associate professor and it said that the same formula will be applied on them as is applicable on incumbent readers/Lecturer (Selection Grade).

Is it necessary to complete three years of service in AGP 8000
Or
Completion of 12 years of service as Assistant Professor irrespective of service in any stage
